The European Economic Community is the world's most import ant commercial and trading bloc and its economic policies consequently have the most far-reaching implications for all countries in the world. The rest of the world is acutely conscious of the Community's trading policies. In turn, these policies (apart from those based on historical links - ante cedent to the EEC's formation) are strongly influenced by the internal economic policies of the Common Market - especially by the Common Agricultural Policy (CAP). At the present time, the Community finds itself, both in ternally and externally, at a crossroads. This crossroads takes the form of a choice between 'protectionism' or 'open ness'. Unfortunately, present evidence suggests that currently and in the immediately foreseeable future the former option has been chosen by the EEC.

Book excerpt: Negotiations are underway to agree the details of the European Union budget for the period of 2007 to 2013 (known as the Financial Perspective), covering the newly enlarged EU of 25 member states. Further enlargement is likely, with Bulgaria and Romania due to join in 2007 and the possible accession of Croatia and Turkey being considered. The Committee's report considers a range of issues in relation to the current budget debate, including the merits of the Commission's proposals within the framework of recent and future EU enlargement; the Common Agricultural Policy; Structural and Cohesion Funds; the Lisbon Agenda; other spending categories; the functioning of the 'Own Resources' and a EU tax; UK abatement and the Commission's proposal for a Generalised Corrective Mechanism. Conclusions reached include support for the UK Government's insistence that the UK rebate is non-negotiable, given the inadequate reforms of the CAP; however, if real reform of the budget was offered, then the UK Government should be prepared to negotiate. Structural funds should be focused on the 10 new member states, as well as the two applicant countries of Romania and Bulgaria, with the phasing out of EU regional development funds for all 'old' member states with the exception of Greece and Portugal.

Its budget, however, has barely changed over this period. It thus needs to be radically reformed if it is to reflect the priorities of an expanding and deepening Union. Over 40% of spending still supports agriculture, a declining sector; spending for research and innovation, recognised as the main driving force of productivity growth, is too low, and there is no room in the budget for the new public goods of domestic and external security that the public demands. However, the budget is determined through an inter-governmental negotiation in which no entity defends the over-arching European interest since all countries (rationally) care only about their 'net balance'. Radical changes in budgetary decision-making procedures are no longer possible since the Reform Treaty, now in the ratification process, essentially cemented a procedure that combines the primacy of national interests with a very strong status quo bias. The latter arises because in the absence of a unanimous agreement on new priorities the old budget automatically continues to apply. If this status quo bias cannot be broken major reforms become virtually impossible. The forthcoming mid-term review of the budget should be used to achieve political agreement on breaking the status quo bias by introducing 'sunset' clauses, which stipulate that major spending programmes will be discontinued after a certain period of time unless their usefulness can be ascertained and a new agreement reached allowing their continuation. Movement in the right direction can thus start immediately, even within the present legal framework, especially if Parliament uses its influence to push for a better allocation of expenditure.

The political sustainability of a move that would put the legitimacy of EU revenue at the forefront of public discussion will depend on the European Commission’s ability to show that EU funds can achieve results that are truly beyond member states’ reach. The value-added tax (VAT) is a natural choice for funding the EU budget, through a dedicated EU VAT rate as part of the national VAT and designed as such in fiscal receipts, whose use as a means for raising EU citizens’ awareness could be encouraged already in the current arrangements.
