Book excerpt: The ultimate goal of this effort is the reduction of energy consumption in compliance with the objectives set forth in the U.S. Army Facilities Energy Plan. The scope of services for this study defines the project in three phases of work. Phase I involves data collection for all buildings at Munich. The data collection phase includes utility data, determination and inspection of model buildings, assignment and review of similar buildings, and review of operating procedures. Phase II utilizes and relies heavily upon the information collected in Phase I. In this phase, energy conservation recommendations are developed to estimate related energy savings, as well as implementation costs for specific recommendations. Phase III of this project screened all energy conservation projects and provided programming documents for those projects which the community is requesting funding. By definition, any programmed project has a savings to investment ratio greater than one in compliance with the revised Energy Conservation Investment Program (ECIP) criteria dated June 1985. The three phases of work ended with no requests for funding. However, the first two phases of work compiled details of buildings and possible energy related modifications that can be used for future renovation activities.

Book excerpt: The overall objective of the study is to produce a systematic plan of improvement projects that will reduce by 1985 the energy consumption in compliance with the Army Facilities Energy Plan without decreasing the readiness posture of the Army. Phase I - The gathering of data and inspection of the facilities in the field. This phase included visits to the 4 different installations during which 68 of approximately 83 facilities were examined. The gathering of data involved the taking of notes and making tape recordings of findings, photographing of facilities (where permitted), the collection of available plans and records, and conferences with EUD and Community facility engineering personnel. The survey revealed that some of the selected buildings had little or no energy use, or were not representative of the facilities in the installation. As a result, certain buildings were deleted. Others were added which were deemed necessary for an accurate energy consumption of each installation to be developed. A final figure of 63 buildings resulted from this process. The information gathered during the survey has been consolidated and included in the Preliminary Submittal made at the completion of this phase. Included in the report are listings of potential energy conservation measures which were developed as a result of the field survey.

The revisions for this December 1983 revision primarily reflect modified ECIP guidance changes issued in February 1983. Other changes include the use of updated utility costs, FY83 utility consumption data, and changes related to the addition of Increment F work to the project scope.
