It seems unnecessary with this report in hand to argue in favor of the use of the more precise methods of measurement which have recently been developed. Those interested in the improvement of our schools have always attempted by some method or other to estimate the effi ciency of individual schools or school systems. Often this measurement has been based upon an Opinion not acceptable to another student or investigator, and not frequently upon attempts to measure which have been extremely crude. The examination system as we have commonly had it, not only has been responsible for judgments with respect to the efficiency of schools, or Of school systems, but has also determined in very considerable measure in most school systems the progress of children. In the studies which are reported here, more precise measures give to the student of education a better basis in knowledge of conditions upon which to base his criticism or to develop his improved method Of instruction or administration. The measurement Of results of any sort, whether of the achievements in School subjects, of the cost of any unit or function, or of the rate of progress, and the like, furnishes primarily a knowledge of the situation which makes clear the problems involved, and which may suggest a method of experiment that looks toward the improvement desired. In order to insure objectivity4 and ease of scoring, standardized tests are, almost without exception, composed of new - type exercises - that is, of exercises calling for very short responses, such as check marks, underlinings, single words, and so forth, on the part of students. Tests of this type lend themselves readily to the measurement of detailed facts, such as knowledge of the arithmetic combinations, the use of particular grammatical forms, historical dates, geographical facts, and so forth. They are, however, not well adapted to the measurement of ideals, attitudes, and perspectives, of power of analysis and synthesis, of organization and rearrangement, and Of other more or less similar outcomes that are supposed to be emphasized on the higher educational levels. It has been found very difficult to construct standardized tests to measure outcomes Of the sort just referred to. Moreover many per sons Object to employing them for the measurement Of such factual and other material as is adapted to their use for fear that so doing will overemphasize this outcome and minimize more desirable Ones. Yet both have developed at such a phenomenal rate in the last few years as to make this movement for the mental measurement of children the most dramatic tendency in modern education. Educators returning from a few years' sojourn in foreign missionary fields testify that no recent change in educational practices compares with that effected by the growth of scientific edu cational and intelligence testing. During the war, and since, it was my privilege to confer with educational or military commissions sent here by several foreign governments to study our schools. These representatives testified that the extensive use of scientific mental measurement was one of the most distinctive features of American education. This book describes rather fully the meaning and methods of this movement. The art of measurement is younger than the science of measurement because the abler workers have, of necessity, devoted their energies almost exclusively to the origination of foundational techniques. But the whole movement was so promising in the way of concrete assistance in meeting educational problems that practical educators have irre sistibly demanded that the science of measurement be turned into the art of measurement almost overnight. Hence the last two or three years has witnessed a feverish effort to meet these demands. The result has been numerous mis takes and remarkable successes. This book has a fourfold aim. Most of the books on the subject have either been more or less technical, pre-supposing considerable training on the part of the readers in the field, or they have been largely manuals of directions for giving the tests and scoring the papers, with little reference to the theory and to the problems which have confronted those attempting to measure educational processes and products. This book deals with the processes and problems in a somewhat evolutionary way so that the teachers and students may see the order in which the problems have arisen and the attempted solutions of them.
