Book excerpt: Excerpt from Educational Survey of Houston County, Georgia, 1915 Distinguishing Features. 1st. Well paid, whole-time, professional supervision of the schools. 2nd. Selection of teachers by the county board upon nomination of the county superintendent. (See qualifications of teachers.) 3rd. Fair salaries promptly paid to trained teachers - just as in any other important enterprises. 4th. An eight months' continuous school term, uniform throughout the county. 5th. A system remarkably free from petty complaints, petitions, etc. 6th. The careful attention to the matter of drinking water at many of the schools. (See deep wells.) 7th. A constructive system working towards greater efficiency. Qualifications of Teachers. There are employed in the rural white schools of the county 36 teachers. Of these, 31 hold first grade license; 5 second grade, and none third grade. Twenty-one of these were trained at the State Normal School, at Athens; two at the Georgia Normal and Industrial College, at Milledgeville, and seven at other colleges and normal schools. Of the remaining six all have had high school courses, and some of them summer school and correspondence courses. Only one teacher of the rural schools is without previous experience, and an unusual number are teaching for the second year (or longer) at the same school. Book excerpt: Excerpt from Educational Survey of Jackson County Georgia There are forty-seven white public schools and fourteen negro schools in the county. By reference to this report it will be seen that the white schools are usually located about three miles apart, which makes the school districts consider ably smaller in area than is contemplated by law (16 square miles). It will also be seen from the photographs and descriptions herein, that the school houses generally are of substantial char acter, but do not measure up to present-day ideals in school architecture. Their chief defect is in the very important mat ter of lighting. Most of them are insufficiently lighted. And practically all are improperly' lighted. In some of them the windows are placed too low, and in all they are too far apart, causing cross-lights upon the desks. In nearly every instance the pupils face Windows. Often the poor lighting is made poorer by improper coloring of the walls and ceiling. Gener ally the locations are well selected for beauty, but rarely have the premises been much improved as yet. The drinking water for the children has been carefully looked after as to its source, but not generally as to its' delivery. The wells are in much better than average condition. With few exceptions the school toilets are a menace to the physical and moral health of the children, and should receive better and more constant atten tion. Comparatively few of the teachers have availed them selves of the opportunity to Vitalize their schools through the agency of organized clubs, or otherwise appealed to the natural interests of the children. Attention of patrons should be called to the careless and negligent manner in which some of the school grounds and houses are kept, for these have a pow erful bearing upon the training of young children. This greatly simpli fies the problems of administration. A county-wide local school tax was voted in 1909, and reasonably liberal levies have been made by the county administration. This has enabled the children to enjoy the benefits of a nine-months school year, with comparatively liberal salaries to the teachers. Thus it is seen that the business administration of the public school system has been far above that of most Georgia counties. The class-room results, as revealed in the educational measurements reported elsewhere in this bulletin, were generally much below what was to have been expected from so good a business administration. Book excerpt: Excerpt from Educational Survey of Stephens County, Georgia From illustrations and descriptions and reports of the schools of Stephens county as given herein it will be seen that the public school situation isnot such as to excite the pride of the citizens or afford a fair opportunity to the children, and it is very clear that the entire county school system must be reorganized before a basis can be laid for adequate educational facilities for the children of the county. The problem, which is the most important one confronting the people, shculd be considered as a whole rather than from the standpoint of any one school or locality. It is a countywide problem of far-reaching importance, and well deserves the most serious consideration of all good citizens. It is not even second in importance to permanent good roads or streets or court houses. No school in the county can ever attain its highest efficiency or render its greatest service until every school in the county is made a good school. Each one is more or less dependent upon and influenced by every other one, and all should be organized into a harmonious educational system with the purpose of providing for every child in the county equal and adequate opportunities for a thorough education. This can only be done by a business-like organization well indicated by experience and opinions of public school administrators, and the unselfish cooperation of all the citizens of the county. Such reorganization will first involve abolishing the legal wall of separation in educational matters set up by special legislation around the towns of Toccoa and Martin, and making one cause with the rest of their county for a thoroughly efficient educational system. This can be done as it has been done in many other Georgia counties, without any sacrifices, financial or educational, to either of these Stephens county towns. On the contrary, there is much to be gained by both towns from cooperating in such proposed reorganization. Still more would be the gain to rural sections of the county; and no good fortune can come to any part of the county without being shared by the county seat. The public schools at Toccoa and Martin have probably about reached their full growth and development already until they can render better service and receive better support for their county, and to perpetuate their limitations would be selfish, non-progressive, and suicidal policy. The regular institute conductors have all they can do to look after the task specifically committed to their care. Whenever possible they visit schools but it can be readily seen that a supervisor, with the responsibility of giving five days' training to the teachers of fifty counties, will have very little time during the year for the actual inspection of school conditions. Impressed with this need of ours for a trained expert to make an actual diagnosis of conditions in each county and prescribe proper remedies for the educational authorities, I secured the promise of funds for the salary and expenses of such an official from the General Education Board last summer. By reason of his long experience as County Superintendent and State Supervisor and because of his undoubted success in improving rural conditions, Mr. M. L. Duggan is especially suited for this work. He has accordingly been appointed Rural School Agent and as rapidly as possible will make educational "surveys" of the various counties. Experience has shown that counties and even wealthy cities are sensitive about work of this type. So true is this, that large educational systems have been known to fight such surveys and to prevent the publication of the reports after completion. While this sensitiveness may be natural, it is not right to hide from view conditions which are based upon the expenditure of public funds, even though humiliatingly small. There was nothing of this reluctance on the part of the brave little county in which this first survey was made. It is the first mountain county in Georgia to add to the state fund by local taxation and this of itself indicates its progressive character. Much of its land is composed of mountains and, though they are beautiful with the purple haze that always lies above the Blue Ridge, one would naturally not expect to find much per capita wealth among these hills. They are willing to face conditions frankly, however, intend to improve them, and such a spirit insures progress and development.
