Book excerpt: Excerpt from Educational Survey of Jackson County Georgia There are forty-seven white public schools and fourteen negro schools in the county. By reference to this report it will be seen that the white schools are usually located about three miles apart, which makes the school districts consider ably smaller in area than is contemplated by law (16 square miles). It will also be seen from the photographs and descriptions herein, that the school houses generally are of substantial char acter, but do not measure up to present-day ideals in school architecture. Their chief defect is in the very important mat ter of lighting. Most of them are insufficiently lighted. And practically all are improperly' lighted. In some of them the windows are placed too low, and in all they are too far apart, causing cross-lights upon the desks. In nearly every instance the pupils face Windows. Often the poor lighting is made poorer by improper coloring of the walls and ceiling. Gener ally the locations are well selected for beauty, but rarely have the premises been much improved as yet. The drinking water for the children has been carefully looked after as to its source, but not generally as to its' delivery. The wells are in much better than average condition. With few exceptions the school toilets are a menace to the physical and moral health of the children, and should receive better and more constant atten tion. Comparatively few of the teachers have availed them selves of the opportunity to vitalize their schools through the agency of organized clubs, or otherwise appealed to the natural interests of the children. Attention of patrons should be called to the careless and negligent manner in which some of the school grounds and houses are kept, for these have a pow erful bearing upon the training of young children. No other compares with it in present importance or projects itself so far into the future. In proportion as people are more im portant than property will their training mean more than any' possible development of the material resources of the county. Ill fares the land, to hastening ills a prey, Where wealth accumulates and men decay. But more serious thought and business-like planning and liberal financial support has been given to the development of the material interests of Walker county than to the con struction of an efficient public school system, as evidenced by the greater progress accomplished, court house and jail, public road system, agriculture, etc., etc. As compared to these we would call attention to the photographs and de tailed descriptions of the school houses and school equip ments of the rural schools given in this report. A good public road system makes a good public school system possible, and neither can be had with-out both lib eral financial support and strong central expert administra tion. Local initiative or administration never accomplishes either. Administration and supervision should always come from the same source as the support, and in the same pro portion. Book excerpt: Excerpt from Educational Survey of Stephens County, Georgia From illustrations and descriptions and reports of the schools of Stephens county as given herein it will be seen that the public school situation isnot such as to excite the pride of the citizens or afford a fair opportunity to the children, and it is very clear that the entire county school system must be reorganized before a basis can be laid for adequate educational facilities for the children of the county. The problem, which is the most important one confronting the people, shculd be considered as a whole rather than from the standpoint of any one school or locality. It is a countywide problem of far-reaching importance, and well deserves the most serious consideration of all good citizens. It is not even second in importance to permanent good roads or streets or court houses. No school in the county can ever attain its highest efficiency or render its greatest service until every school in the county is made a good school. Each one is more or less dependent upon and influenced by every other one, and all should be organized into a harmonious educational system with the purpose of providing for every child in the county equal and adequate opportunities for a thorough education. This can only be done by a business-like organization well indicated by experience and opinions of public school administrators, and the unselfish cooperation of all the citizens of the county. Such reorganization will first involve abolishing the legal wall of separation in educational matters set up by special legislation around the towns of Toccoa and Martin, and making one cause with the rest of their county for a thoroughly efficient educational system. This can be done as it has been done in many other Georgia counties, without any sacrifices, financial or educational, to either of these Stephens county towns. On the contrary, there is much to be gained by both towns from cooperating in such proposed reorganization. Still more would be the gain to rural sections of the county; and no good fortune can come to any part of the county without being shared by the county seat. The public schools at Toccoa and Martin have probably about reached their full growth and development already until they can render better service and receive better support for their county, and to perpetuate their limitations would be selfish, non-progressive, and suicidal policy. Book excerpt: Excerpt from Educational Survey of Screven County Georgia The following report upon a survey of the schools of the county is submitted to patrons and citizens with the hope that it may receive their earnest consideration. It will be seen that the schools throughout the county are doing "tolerably well," while some of them have attained the "Standard." The best, arc none too good for the children of Screven County or as efficient as the people of the county are able to make them. Hardly as much effort and attention have been devoted to any of them as to the development of agriculture and stock raising in sonic places in the county. "People are more important than property," and a still more liberal investment in the proper development and training of the children would be more profitable than in hogs and cows and corn and cotton. Money wisely expended on the public schools, whether through "local taxation" or otherwise, should not be regarded as an expense, but as an investment in present and future citizenship. Screven County voted "For Local Tax" in 1907. and the levy applies to the entire county, including municipalities. The rate levied is 31/2 mills, which is less than in former years. The State school fund appropriated to the county is $21,302.63. and the local levy yields $7,876.55, making a total maintenance fund of $29,239.18. This maintains the schools for seven months, and from a balance left an appropriation is made for another month to such schools as will locally raise by subscription funds for still another month, giving to these schools nine months. The board has also been able to duplicate all efforts of individual schools in the matter of buildings and equipment, thus stimulating local school spirit over the county generally. The chief argument usually urged against the "County Unit of Administration" is the fear expressed that the members of the county board of education may not measure up to the educational den ends of the towns and cities. But surely the problems and needs of rural education indicate the necessity for as broad and constructive educational statesmanship as the towns and cities; and both deserve and call for the services of the very best and biggest men the county affords. Unless the men composing our boards of education are in advance of the prevailing educational sentiment of the community we cannot expect them to lead any movement for better urban or rural public schools; and unless they are strong and influential men we cannot expect them to command much following. A few and increasing number of counties have evidently come to this view, and it is a matter that should seriously engage the attention of the Grand Juries who appoint board members. Book excerpt: Excerpt from Educational Survey of Wayne County Georgia Any public school system should be judged by two different standards, to-wit: (1) ideal conditions, towards which it should always strive; and (2) past conditions, from which it has made substantial progress. Measured by the first, Wayne County has much hard work ahead before the public schools shall attain the efficiency that the needs of Wayne County children indicate; measured by the second, there is great cause for gratification and hope of attaining the first. Depending mainly upon its timber and turpentine, the population of the county has been uncertain and shifting, making it difficult to build up permanent schools. Comparatively small portions of the county have even yet been well developed agriculturally; but the original timber is now practically gone, and the county is developing its agricultural resources. This gives promise of future permanency. In spite of adverse conditions, gratifying progress has been made. The rate of progress is hard to realize, except by comparing conditions at certain stated periods. Then it is seen that more progress is being accomplished than in some of the older and, supposedly, more progressive counties. After all, probably the character and rate of progress is of most importance. Then And Now. The first official inspection and report upon any county school systems in Georgia was done in 1906, under direction of Hon. W. B. Merritt, State School Commissioner.
