Frequently progress is measured in terms of the number of local districts eliminated by incorporating their territory in larger units. Results may likewise be measured by increases in the number of new districts having certain characteristics of size or other features commonly associated with adequate local administrative units. Such methods have obvious practical values in looking at the results of reorganization and assessing its progress. Their validity rests on the conviction that larger districts are more capable of providing the scope and quality of services required in a modern program of education that can be provided effectively by districts of very small size. However valid this conviction may be, the establishment of larger districts is not a magic process automatically resulting in improvement of educational services. It merely makes such improvements possible. In other words, the larger district constitutes a more adequate structure which enables local people to provide better education for their children. This does not mean that school district reorganization is not directly concerned with better schools. Its important outcomes are educational in nature. Improvement of educational opportunity is the basic consideration. This is the underlying purpose of reorganization legislation and the guiding principle which charts the course for reorganization leaders. This report is an outgrowth of a study undertaken by the Office of Education with the assistance of eight State departments of education to provide information concerning some of the major characteristics and educational achievements of reorganized school districts established in recent years. The information obtained as a result of that study has been arranged in two reports. The first described the general characteristics of 552 reorganized districts located in the eight States participating in the study (California, Idaho, Illinois, Michigan, Minnesota, Missouri, New York, and Washington). This second report presents information relating to certain educational changes which have been made in these 552 districts since their establishment. (Contains 21 tables.) Book excerpt: Few educational responsibilities have greater far-reaching importance to the people of a State than the establishment of a sound local district structure for administering the schools. Keeping that structure adapted to changing conditions in society by reorganization of small ineffective districts into larger administrative units more capable of providing needed educational services has for many years been a persistent problem in American education. It is also one in which much progress has been made, especially during the past 10 years when the total number of local school districts in the Nation has been reduced by more than one-fourth. Although that reduction has been accomplished by means of various procedures, a major portion of it has come as the result of State programs of local school district reorganization providing for the active participation of local people in developing local reorganization plans and delegating to them the responsibility of establishing new districts proposed in such plans. Since 1940 a number of State programs of this nature have been initiated while others having the same general characteristics of local participation and decision have been in operation considerably longer. This report is an outgrowth of a study conducted by the Office of Education for the purpose of providing information concerning some of the major characteristics of reorganized districts established in recent years and of indicating some of the most noteworthy educational changes resulting from their establishment. The second part of the study, dealing with educational changes in reorganized districts, will be made the subject of a separate report. This study has been a cooperative undertaking throughout the various stages of its development. The chief State school officers in each of the eight states (California, Idaho, Illinois, Michigan, Minnesota, Missouri, New York, and Washington) approved the study as one which should be undertaken and in each instance designated a staff member to assist in conducting it. These State school officials assisted in the development of data-gathering schedules used for collection of information, and also designated the districts to be included in the study. Chapter 6 details the requirements of the Education Code Section 35753 governing reorganization proposals. Chapter 7 lists the various effects of a district organizational change on a school district and its employees, property, funds, obligations, bond indebtedness, and revenue limit. The requirements for elections and public hearings are listed in the eighth chapter. Chapters 9 and 10 describe the new governing board and its operations and other functions of the county committee. Book excerpt: This report examines a 30-year history of educational change to identify differing perspectives, strategies, and useful principles. The three most influential perspectives in educational change are the rational-scientific perspective, which proposes that change is created through the dissemination of innovative techniques; the political perspective, which generates change through legislation and other directives outside the school district; and the cultural perspective which seeks improvement through value changes in organizations. There are four strategies for implementing change: fix the parts, fix the people, fix the schools, and fix the system. Systemic education reform offers new hope because it brings together the technical knowledge needed for improvement with a locally sensitive education strategy. Through the Goals 2000 Initiative, the U.S. Department of Education supports reform efforts within the framework of the six National Education Goals. The Department and the Office of Educational Research and Improvement support standards-based assessment techniques. They also assist states in developing curriculum frameworks and help disseminate sound research and practice-based knowledge. A reference bibliography, illustrative programs, and additional sources are included. (JPT)

The reforms were broadly defined to encompass school-site improvement efforts designed to develop schoolwide capacity for problem solving, to improve teaching, and to increase student learning. Data were obtained from a survey of a nationally representative sample of local school districts (n=1,555), surveys of administrators in all state education agencies, and intensive case studies of 5 states, 16 districts, and 32 schools. Data from the district survey show that school-based reform was relatively widespread, occurring at all school levels. The case-study data suggest that change efforts varied widely across districts and schools. The study examined the degree to which the reform effort involved meaningful collaboration among school staff, staff ownership of the change process, a focus on teaching and curriculum, building professional capacity among staff, and a focus on student outcomes and equity. The case-study data suggest that the more promising examples of school-based reform often shared a set of characteristics--a clear focus on creating more challenging learning experiences for all students, a school culture in which teachers worked collaboratively and had a voice in decision making, and opportunities for faculty development. The following recommendations are made for supporting promising reform efforts: (1) find a balance between top-down and bottom-up structures; (2) adapt leadership and vision at every level of the system; (3) build local capacity-building systems; (4) devolve some authority to school staff; and (5) clearly tie government mandates and requirements to learning goals. A total of 32 tables and 1 figure are included. Appendices contain notes on methodology and copies of the survey instruments. (LMI)
