The witnesses, although having a variety of viewpoints, agreed generally on the following: an emphasis on job placement is necessary to reduce welfare rolls; short-term training should be given; and services such as child care are needed if parents are to obtain and keep jobs. The participants also expressed a need for states to have more flexibility and less paperwork in their JOBS programs so that they could respond to local conditions.
