Book excerpt: This paper critically examined the crisis generated by the teachers' competency test in Kaduna state which led to agitation for the reform of the educational sector in Nigeria. The article strongly supported the need for such reforms nevertheless, faulted the procedural executions which encompassed the Kaduna state Teachers' Competency Test on the basis of some highlighted fundamental issues. The issue of lack of standard in Nigeria's education system was a major concern for this paper. This paper reviewed some of the problems in the education system that should have been the crux of the reform. The teacher is an important variable that influences the learnedness of a nations citizenry. There are several skills which qualify a person as a teacher. The competency of a teacher can be characterized by the ability to learn, assimilate, understand and impact an acquired skill or knowledge following predefined standards and methods. This requires a carefully planned investigation using tactical approaches, if the competency of a teacher is to be accessed. This paper argued that for a reform in the educational sector to enhance sustainable development, there must be good governance and a populace free of corruption within and outside the education system. The article suggested some areas where the Nigerian education requires reform such as teacher education, teachers' condition of service and the school curricula vis-à-vis the Kaduna state teachers' competency test.

Book excerpt: Since the reintroduction of multiparty democracy in 1999, the federal and state governments in Nigeria have embarked on a series of major educational reforms. These are intended to achieve universal basic education and improve the quality and relevance of post basic education. Faced with large rural-urban, gender, and regional disparities in enrollment and generally poor learning outcomes, the Federal Government of Nigeria introduced the Universal Basic Education (UBE) Program in 1999, with the aim of providing nine years of free, compulsory basic education comprised of six years of primary and three years of junior secondary education to all children in the country by 2015. The UBE law, which was passed in 2004, sets out the key roles and responsibilities of public agencies at all levels of government. Despite significant efforts during the past eight years, much remains to be done in the education sector, including attainment of the education for all (EFA) and education Millennium Development Goals (MDGs). The Federal Ministry of Education (FME), along with all other major stakeholders, recognizes that the education sector in Nigeria is in a state of crisis and that nothing less than major renewal of all systems and institutions is required. To this end, the government launched a major education reform program in 2006, which stresses the importance of institutional reforms to improve the efficiency and effectiveness of service delivery at all levels of education. The second volume of this report addresses in depth the level and pattern of public expenditure on education in Nigeria. The first two chapters review objectives, methodology, data sources, and limitations and provide an overview of the country and the sector. The third chapter is on the costs and financing of education, and Fourth chapter on efficiency, analyzed available data on how public resources are allocated and used within the education sector. The fourth chapter also examines equity in public spending and household expenditures on education. The fifth chapter provides a conclusion and offers policy recommendations.

No one was better qualified than Professor Fafunwa to provide such a book, and in doing so he gave due emphasis to the beginnings of Education in its three main stages of indigenous, Muslim and Christian Education. Nigerian Education had been considered all too often as a comparatively recent phenomenon, but this book points out from the start that ‘Education is as old as Man himself in Africa’ and that both Islam and Christianity were comparative newcomers in the field. A historical treatment of these three strands which have combined to make up the modern Educational system was vital to a clear understanding of what was needed for the future, and most of the first half of the book is concerned with these Educational beginnings. The imposing of a foreign colonial system on this framework did not always lead to a happy fusion of the systems, and the successes and the failures are examined in detail. There was no shortage of documentary evidence in the form of reports and statistics during the decades prior to publication, but this evidence was frequently scattered and inaccessible to the student, so that the author’s careful selection of key evidence and reports, often drawn from his own personal experience, will be invaluable for those wishing to trace the development of Education in Nigeria up to the early 1970s. A knowledge of the history and development of the Nigerian Education system, of the numerous and intensely varied personalities and beliefs which have combined and often conflicted to shape it, is indispensable to all students in colleges and universities studying to become teachers. The author submits that effective and efficient use of information technology as valuable data and voice transmission tools, e-mail, cell phones, Internet access as education instruction delivery apparatus, and communication system for global language barriers will definitely create a singular and mutually sovereign system for the successful development of global education reform.
