These financial constraints, coupled with increased standards for student achievement through the widespread adoption of the Common Core State Standards (CCSS), create a heightened need for strategic resource use. However, districts are not currently using resources strategically, as research suggests that 40 cents out of every dollar are spent on practices not aligned with district or state priorities. Therefore, the role of the state today is not only to allocate resources, but also to ensure those resources are used effectively. The state of Georgia leads many others in addressing this issue, having engaged in a series of statewide reforms to grant Local Education Agencies (LEAs) greater flexibility over how they use district resources in exchange for greater accountability over student outcomes. Georgia's Flexibility Options program is at the cutting edge of similar efforts across the country. Education Resource Strategies' (ERS) recent deep exploration of K-12 resource use across Georgia, funded through Race to the Top, suggests that Georgia's ongoing reform efforts could be strengthened if they evolve an increasingly strategic and targeted role with respect to education reform. Ensuring that this effort leads to districts using resources in the most efficient and effective way takes time. In ERS' RT3 project--a two-year partnership with Georgia's Department of Education--findings revealed Georgia's resource restructuring opportunities could represent as much as twenty-eight cents of every dollar spent on K-12 education. As a result, three priority reallocation opportunities have been identified, which extend across the state and represent a significant investment in activities that are not likely to generate significant improvements in student learning. These three reallocation opportunities stem from: (1) an over-reliance on whole-day class-size reduction; (2) state and LEA compensation structures that compensate teachers according to years of experience and education credits instead of teaching effectiveness and contribution; and (3) insufficient provision of quality instructional time for students struggling in math and ELA to catch up with proficient peers. The study also identified three ways in which the state can help promote or foster better resource use within Georgia LEAs: (1) Foster district and school flexibility to meet student needs within their district and school contexts; (2) Leverage the existing collection and use of data, especially teaching-effectiveness data, to better inform district-level decision making with regard to staffing, budgeting, and scheduling; and (3) Provide targeted support to districts to help incubate or spread promising practices. This paper provides insight into resource restructuring opportunities and prioritizes actions that transform the state's role, so that it can make the most of its resources of people, money, and time to improve the education of all its students. Establishment of a voucher funding system for secondary schools aimed at ensuring more transparency and conscientiousness of allocating the sums for schools, as well as effective expenditure of money. Voucher funding has had to ensure financial viability of schools according to their "type" and "volume." The purpose of this study was to analyze the ongoing reform process that is related to the implementation of the Law on General Education and the Government's resolutions. We have examined materials of State Department for Statistics of Georgia, Ministry of Education and Science of Georgia and data gathered directly from schools. Research targets were all schools of Georgia and research period comprised 2005-2009 years. It is notable that the existence of deficit schools was envisaged in the Law from the very beginning (schools with low enrolment would receive additional funds), but in the first years of a voucher system adoption, it turned out that there were too many deficit schools and consequently, additional sums they require were extremely large. Additional funds were almost 5.75% of voucher funding in 2006 and 12% in 2009. Despite the fact that the growth of voucher value occurred 5 times during the mentioned period for city and 4 times for rural and mountainous regions, the average of deficit schools comprised 35% and 56% of all public schools. Examination of the data of school expenditures revealed that the reasons of continually increased demand for additional funds were larger increase of teachers' salaries compared to voucher value and a considerable growth of heating costs in recent years. Besides, we should take into account a wasteful attitude of school governing bodies to their money regarding utility costs. We may conclude that the adoption of a voucher funding system couldn't ensure its main goal. School governing bodies still continue to require additional funds from the Ministry of Education and Science not for implementing their educational programs, but to cover the costs of staff, and other technical needs. In order to improve school financial state (to reduce the number of deficit schools), the Government should increase voucher values for rural and mountain schools with low enrolment larger than for city schools. It is important, that the growth of voucher values precede the growth of teachers' salaries. (Contains 4 tables.).

Book excerpt: This book provides a careful historical analysis of the co-evolution of educational attainment and the wage structure in the United States through the twentieth century. The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.

Book excerpt: This paper describe Georgia's progress in implementing a comprehensive and coherent approach to education reform from the time of application through June 30, 2011. In particular, it highlights key accomplishments over the reporting period in the four reform areas: standards and assessments, data systems to support instruction, great teachers and leaders, and turning around lowest-achieving schools. Race to the Top focuses on improving Science, Technology, Engineering, and Mathematics (STEM) education for Georgia students. The plan includes providing professional development for math and science teachers, strengthening the pipeline of science and math teachers from institutes of higher education, and expanding STEM related virtual courses. As a result, in partnership with the Georgia Department of Education, Georgia Tech received funding through the Race to the Top program to expand STEM programs through its outreach center, the Center for Education Integrating Science, Mathematics and Computing (CEISMC). In year one, Georgia established the "Innovation Fund," a competitive grant program to promote innovative and high-impact practices that boost student achievement. The program is designed to support the establishment and deepening of partnerships among Georgia's local education authorities (LEAs) or charter schools, institutions of higher education (IHEs), businesses and non-profit organizations. Through Race to the Top funds, Georgia is expanding its existing partnership with Communities in Schools in Georgia (CISGA). These funds allow for the creation of three new CISGA-led centers in LEAs that have lowest-achieving schools. Through RT3, Georgia entered into strategic partnerships with organizations such as Teach for America (TFA) and The New Teacher Project (TNTP) to increase the pipeline of effective teachers to low-achieving schools. The government’s reform package includes a fiscal policy within a declining deficit path which intends to incentivize private investment, a scaling up of public investment, improvement in government’s efficiency, and an education reform. Based on modeling analysis, the implementation of this package will provide significant benefits to the economy. Over the long term, real GDP is estimated to be about 5 percent higher than in the baseline and—in the path toward the new equilibrium—annual growth about 0.7 percentage points higher over the medium term. The education reform has sizeable effects, but they only come into effect in the long term.

In particular, reforms of financing and governance of educational institutions, that other countries have been grappling with for years, have been implemented. The key reforms included: (i) the decentralization of the management; (ii) the adoption of a per-student financing mechanism at all levels of education; (iii) the creation, under the umbrella of the ministry of education and science, of new public legal entities responsible for ensuring the quality of reforms; (iv) the adoption of new standards and outcome-based national curricula in general education along with the development of new textbooks; and (v) the design of a new national assessment and examination system. The government has set a clear vision for the future of the education sector as a tool for human capital development to support economic growth. To achieve the new vision for the sector s development, the government needs to address the remaining challenges both at the system and sub-sector level. The analysis presented in this report reveals that the major challenge across all levels of education in Georgia is improving quality and, more specifically, improving student outcomes. The document presents comparative analysis and brings in relevant examples from other countries and country comparisons for that purpose.

Book excerpt: Alarmed at the growing poverty, illiteracy, class strife, and vulnerability of women after the upheavals of Reconstruction, female activists in Georgia advocated a fair and just system of education as a way of providing economic opportunity for women and the rural and urban poor. Their focus on educational reform transfigured private and public social relations in the New South, as Rebecca S. Montgomery details in this expansive study. The Politics of Education in the New South provides the most complete picture of women's role in expanding the democratic promise of education in the South and reveals how concern about their own status motivated these women to push for reform on behalf of others. Montgomery argues that women's prolonged campaign for educational improvements reflected their concern for distributing public resources more equitably. Middle-class white women in Georgia recognized the crippling effects of discrimination and state inaction, which they came to understand in terms of both gender and class. They subsequently pushed for admission of women to Georgia's state colleges and universities and for rural school improvement, home extension services, public kindergartens, child labor reforms, and the establishment of female-run boarding schools in the mountains of North Georgia. In the process, a distinct female political culture developed that directly opposed the individualism, corruption, and short-sightedness that plagued formal politics in the New South.

Book excerpt: The aim of this research is to study the effectiveness of general education funding system from the perspective of equal and equal educational opportunities for all in Georgia. Following the objective, the research aimed to respond three main research questions: 1. is the school financing formula effective and efficient enough to be administrated on the school level to guarantee equal educational opportunities? 2. Are school funding criteria determining amount of school financing cohered and consecutive enough to address existing needs of the schools and fulfilling the statement on equality in education? Three research methods were used for clear outcomes including qualitative, quantitative and statistical research methods and three relevant instruments were chosen: (1) Desk research; (2) Survey of principals; (3) Interviews and focus group discussion with education stakeholders. The research revealed important gaps and problems about the general education funding system. The gaps, challenges and problems of school funding system of Georgia are discussed and analyzed in the context of important educational policies (1) Equity and social integration; (2) System efficiency and cost effectiveness; (3) Quality education and freedom of school choice. The study revealed that existing system has the problems in all three educational policy areas. The findings of the research make possible to develop important recommendations to policy makers in order to solve existing problems and address challenges. The principal's questionnaire is appended. Book excerpt: The HOPE (Helping Outstanding Pupils Educationally - scholarship program), which began in 1993, is one of the most popular public policies ever enacted in the state of Georgia. This lottery-funded program pays for tuition, fees, and books at any public college or university in the state for any Georgia student who graduates from high school with a B or better grade point average (GPA). To keep the scholarship, students must maintain the B or better GPA in college. The program's popularity has spread well beyond Georgia's borders; at least a dozen other states have instituted similar broad-based merit scholarship programs, and most state legislatures have considered legislation to start similar programs. The federal HOPE tax credit, established in 1997, took its name from Georgia's program, though the originally-proposed merit-based component of the program was not enacted. In light of its popularity, HOPE raises a number of important policy questions regarding both the program itself and its funding source, the Georgia Lottery for Education: (1) What effect has the HOPE Scholarship program had on student performance in high school? (2) What effect has the HOPE Scholarship program had on student performance in college: (3) Who pays for and who benefits from the Georgia lottery and the programs it funds? (4) Has the scholarship program caused inflation in the cost of higher education in Georgia? This policy brief describes the HOPE Scholarship program and the Georgia Lottery for Education, summarizes a series of studies examining the program, offers recommendations for the design of merit-based financial aid programs, and suggests topics for further research.
