Written by leading scholars and practitioners from across the globe, the book introduces the reader to how such interactions play out through a series of illustrative case studies drawn from scholarship and empirical research conducted in the global South. It considers education in all its forms and raises critical questions about its purpose and value in contexts of migration and (im)mobility across a range of low- and middle-income settings. The contributors engage with the multiple reasons for migration, and also consider how communities and societies are shaped not just by the movement of people but also of ideas, resources, norms, and values across different national and international contexts. Collectively the chapters offer new insights into: the considerations for education and international development that emerge when we apply a migration lens; key theoretical frameworks and approaches which can help us understand the education-migration-nexus; the opportunities and challenges that migration and (im)mobility create for education in contexts of development; emerging dilemmas regarding how best to promote justice, equity and wellbeing in and through education in contexts of migration; and how gendered and other inequalities are core considerations in the education-migration-development nexus. The book concludes with some reflections by the editors on cross-cutting themes generated through the volume, including some directions for future research. Through in-depth multi-sited fieldwork conducted with and about Sahrawi and Palestinian refugee students in Cuba and Libya, and following their return to the desert-based Sahrawi refugee camps in Algeria and the urban Palestinian refugee camps in Lebanon, this highly pertinent study brings refugees’ views and voices to the forefront and sheds a unique light on their understandings of self-sufficiency, humanitarianism and hospitality. It critically assesses the impact of diverse policies designed to maximise self-sufficiency and to reduce both brain drain and ongoing dependency upon Northern aid providers, exploring the extent to which South-South scholarship systems have challenged the power imbalances that typically characterise North to South development models. Finally, this very timely study discusses the impact of the Arab Spring on Libya’s support mechanisms for Sahrawi and Palestinian refugees, and considers the changing nature of Cuba’s educational model in light of major ongoing political, ideological and economic shifts in the island state, asking whether there is a future for such alternative programmes and initiatives. Book excerpt: Migrants and minorities are always at risk of being caught in essentialized cultural definitions and being denied the right to express their cultural preferences because they are perceived as threats to social cohesion. Migrants and minorities respond to these difficulties in multiple ways — as active agents in the pedagogical, political, social, and scientific processes that position them in this or that cultural sphere. On the one hand, they reject ascribed cultural attributes while striving towards integration in a variety of social spheres, e.g. school and workplace, in order to achieve social mobility. On the other hand, they articulate demands for cultural self-determination. This discursive duality is met with suspicion by the majority culture. For societies with high levels of migration or with substantial minority cultures, questions related to the meaning of cultural heterogeneity and the social and cultural limits of learning and communication (e.g. migration education or critical multiculturalism) are very important. It is precisely here where the chances for new beginnings and new trials become of great importance for educational theorizing, which urgently needs to find answers to current questions about individual freedom, community/cultural affiliations, and social and democratic cohesion. Answers to these questions must account for both ‘political’ and ‘learning’ perspectives at the macro, mezzo, and micro contextual levels. The contributions of this edited volume enhance the knowledge in the field of migrant/minority education, with a special emphasis on the meaning of culture and social learning for educational processes.

Book excerpt: Interrelations between Public Policies, Migration and Development is the result of a project carried out by the European Union and the OECD Development Centre in ten partner countries: Armenia, Burkina Faso, Cambodia, Costa Rica, Côte d'Ivoire, the Dominican Republic, Georgia, Haiti, Morocco and the Philippines. The project aimed to provide policy makers with evidence on the way migration influences specific sectors - labour market, agriculture, education, investment and financial services, and social protection and health - and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.

The town represents similar communities across the USA and around the world that have received large numbers of immigrants in a short time. The purpose of the book is to document the complexities that migrants and hosts experience and to suggest ways in which policy-makers, researchers, educators and communities can respond intelligently to politically-motivated stories that oversimplify migration across the contemporary world. With the gradual acknowledgement of the potential benefits that migration can hold for development, the relationship between migration and education is a growing area of research. Migration, Education and Socio-Economic Mobility explores how the decisions people make in terms of both their migration choices and educational investments, mediated as they are by gender, class, caste and nationality, can potentially contribute to earning incomes, building social and symbolic capital, or reshaping gender relations, all elements contributing to the process of economic and social mobility. Much of the existing literature examining the links between migration and education focuses either on the investment of migrant remittances in the education of their children back home or on ‘brain drain’ that refers to the migration of skilled workers from the developing to the developed world. Most of these discussions are firmly rooted in materialist arguments and while undeniably important, tend to underplay the social processes through which migration and education interact to shape people’s lives, identities and status in society. Along with economic security, people also aspire to social mobility and status enhancement. The ideas presented in this book take a more varied and nuanced view of the relationship between education and migration.
