Book excerpt: The prospect of redistributing power from central government offices to local actors and organisations has repeatedly tantalised academics, politicians and policy makers promulgating decentralisation measures in hopes that such action would cure the social and economic ills faced by their policies. Education planners in Accra regarded decentralisation as an important strategy for raising the quality and status of Ghanian education. The Ministry of Education (MOE) was depending on the local content curriculum (LCC) to achieve many things. As MOE officials observed, however, the success or failure of the reform essentially depended on the actions of classroom teachers. Even if plans for the reform were carefully designed and communicated by experts in Accra, goals for the reform would not be met unless teachers implemented the reform as envisioned by its authors. When the Ghanian government enacted the LCC reform it was depending on classroom teachers to take a leading role in the process of educational decentralisation. The one goal that all members of the system appeared to have most thoroughly absorbed was the notion that as a result of the changes outlined in LCC policy documents, the curriculum in Ghanian schools should more closely mesh with local conditions. St. Aquinas junior high school, a private Catholic institution was the only school I visited where teachers were willing to question and modify policies created in Accra. Rather than obediently follow instructions from Accra, St. Aquinas employees reshaped MOE policies to meet their own educational philosophies and objectives. My research indicates that the MOE has not yet commenced to rebuild the culture of education to fit the new vision of teaching and learning it is promoting. Instead, it is attempting to append the LCC reform to an existing core, with only minor modifications.

The analysis proceeds from coloniality theory focusing on the rights of indigenous people to a linguistic identity. It highlights how educational language choice legitimises linguistic imperialism in which ideology simplifies the sociolinguistic field, rendering some persons and their sociolinguistic existence invisible or less important. The central thesis advanced is the idea that using English, legitimises and sustains the colonial proposition that indigenous languages are inadequate as teaching media. It is argued that using English reduces indigenous languages to literary vernacular; and to that consistency represents denial of identity, the cutting of a tongue and the amputation of being. The analysis discusses using English as delegitimising indigenous knowledge, and cultural practices that are usually associated with indigenous languages.

What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as a result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.

Book excerpt: This research study examined perceptions of contemporary effects of colonialism among education professionals in Ghana, and the extent to which education professionals express awareness of colonialism in Ghanaian school systems and contemporary Ghanaian society. An overview of literature in Critical Race Theory, Social Justice Education Theory, Oppression Theory and Post-Colonial Theory provided the theoretical foundation that was used to guide this study. Five factors emerged from this literature review as a framework for analysis of study data. These five factors included discourse, cultural imperialism, linguistic hegemony, racism and internalized racism, and oppression. The study participants included education policy makers, administrators, counselors, teachers, and teacher educators in the educational system of Ghana. A set of thirty-two individual interviews and six focus groups comprised of twenty-seven participants were conducted in which educators described their perspectives of Ghanaian society and Ghanaian educational systems in their own words in response to a predetermined set of twelve questions. A document analysis established a baseline of data regarding the curriculum of Ghanaian schools as presented in curriculum guides, textbooks, and policy statements, handbooks and reports that describe the educational systems in Ghana today. Ghanaian educators expressed the most awareness of colonial legacies related to cultural imperialism, linguistic hegemony, internalized oppression and discourse. The findings suggest that educational professionals in Ghana demonstrate limited awareness of colonial legacies of racism and internalized racism, sexism, classism, ethnoreligious oppression and neocolonialism.

This richly researched book untangles the discourse on education for African leaders, which involved diverse actors such as colonial officials, missionaries, European and American educationists or ideologues in Africa and diaspora. The analysis is presented around two foci of decision-making: one is the Memorandum on Education Policy in British Tropical Africa, issued by the British Colonial Office in 1923; another is the Achimota School established on the Gold Coast Colony (present-day Ghana) as a model school in 1927. Ideas brought from different sources were mingled and converged on the areas where the motivations of actors have coincided. The local and the global was linked through the chains of discourse, interacting with global economic, political and social concerns. The book also vividly describes how the ideals of colonial education were realized in Achimota School.
