Book excerpt: Based on national replies to joint UNESCO/OECD/SOEC (United Nations Educational, Scientific, and Cultural Organization/ Organisation for Economic Co-operation and Development/Statistical Office of the European Communities) educational questionnaires, this compendium of statistical information is the third in a series. It is divided into two parts. Part A gives a general overview of the situation regarding education in 1986-87 and presents, in the form of charts accompanied by brief summaries, a number of the main indicators for comparing educational systems among OECD member countries. Part B deals with six major topics, with a chapter devoted to each: (1) pupils, (2) teachers, (3) students, (4) enrollment rates per year of age, (5) qualifications, and (6) expenditures. The right-hand pages contain both absolute figures and calculations as well as charts showing annual changes between 1985-86 and 1986-87. On the left-hand pages, there is a brief commentary on the information presented. The appendix presents a separate diagram for each member country, summarizing each educational system using the terminology of the country in focus. (JB)

Book excerpt: This edition of the Organisation for Economic Cooperation and Development's annual compendium of statistical information covers multinational trends in education since 1975 and offers data for the 1987-88 school year. Part A covers trends from 1975 to 1986 in educational systems; numbers of students; participation rates at the various levels of education; enrollment rates at certain key ages; participation of women in the educational system; the private sector; teachers; and expenditures. So as not to overload the compendium, only a few charts for certain countries that are representative of patterns prevailing in others are included. However, tables showing the trend in each Organisation for Economic Cooperation and Development member country are annexed to Part A. Part B deals with six major topics: (1) pupils; (2) teachers; (3) students; (4) enrollment rates per year of age (except for the years that correspond to compulsory education); (5) qualifications; (6) expenditure. The tables refer only to those countries which provided data for 1987-88. The annex to Part B includes a table showing the age at which compulsory education begins and ends, its duration, the months in which the school year starts and ends, and a diagram of each member country's education system that uses the terminology of the country in question. Book excerpt: Milwaukee, one of the nation's most segregated metropolitan areas, implemented in 1990 a school choice program aimed at improving the education of inner-city children by enabling them to attend a selection of private schools. The results of this experiment, however, have been overshadowed by the explosion of emotional debate it provoked nationwide. In this book, John Witte provides a broad yet detailed framework for understanding the Milwaukee experiment and its implications for the market approach to American education. In a society supposedly devoted to equality of opportunity, the concept of school choice or voucher programs raises deep issues about liberty versus equality, government versus market, and about our commitment to free and universal education. Witte brings a balanced perspective to the picture by demonstrating why it is wrongheaded to be pro- or anti-school choice in the abstract. He explains why the voucher program seems to be working in the specific case of Milwaukee, but warns that such programs would not necessarily promote equal education--and most likely harm the poor--if applied universally, across the socioeconomic spectrum. The book begins with a theoretical discussion of the provision of education in America. It goes on to situate the issue of school choice historically and politically, to describe the program and private schools in Milwaukee, and to provide statistical analyses of the outcomes for children and their parents in the experiment. Witte concludes with some persuasive arguments about the importance of specifying the structural details of any choice program and with a call supporting vouchers for poor inner-city children, but not a universal program for all private schools. Voucher programs continue to be the most controversial approach to educational reform. The Market Approach to Education provides a thorough review of where the choice debate stands through 1998. It not only includes the "Milwaukee story" but also provides an analysis of the role, history, and politics of court decisions in this most important First Amendment area.
