Two men, evidently from the middle walk of life, were sitting behind me, and I could not help hearing the following conversa tion: Well, I see they arrested Bill for stealing a couple of hams; to which his companion responded: Yes, and I suppose he will go to prison; if he was a rich guy, there wouldn't be any danger, but a poor devil don't stand no show in the Courts. The other agreed with him, and they proceeded to discuss the subject and to cuss the Courts. I wanted to turn around and tell them they were gravely mistaken; I wanted to explain to them that the statement we often hear quoted, If a man steals a loaf, he goes to prison, and if he steals a railroad he goes to the United States Senate, is a gross exaggeration, - nay, a posi tive libel upon our institutions. I wanted to say to them, Go down to the police court of your own city, and you will find that the arrests for minor offenses for the past year have averaged some forty-five each day; and then go to the records, and find that in ninety per cent of the cases, the Courts and the law, have permitted the unfortunates to keep out of prison by the imposition of a nominal fine, or the favor of a suspended sentence. I wanted to tell them that as a matter of fact out of the thousands of cases tried every day in this country, that only in a very small per cent (1 would say less than one per cent) substantial justice is not administered. I wanted to cry out in protest against the source from which the mis-information comes, which is conveying these dangerous ideas to the American people - the yellow newspapers and maga zines, and other purveyors of falsehood and scandal. As history is measured, the United States is but a youth, and, as befits normal youth, self-sufficient and self-reliant, we have had little desire or need of dwelling upon the past. America has been busy dreaming and thinking of the morrow, with its duties and opportunities; busy exploring, settling and developing a new continent; engaged in construction rather than reflection. As a nation, we inherited no racial enmities or religious antipathies which made it natural to keep alive the memories of ancient grudges or necessary to appeal to ancient fears in order to maintain our national unity. This was not accidental. "There is a divinity which shapes our ends" and orders the destinies of nations. It was necessary to our establishment as a nation, to the sturdy, healthy development of our institutions that we be free to work out our problems, uninfluenced and unfettered by old prejudices and hatreds. It was necessary that our fathers wholly discard the institutions and practices of European civilization, grown fetid, and model America's government along wholly new and wholesome lines. But now we are developed physically; our frontiers have disappeared. We are developed politically; our institutions are firmly established and our national unity and solidarity tested and proved. America has reached maturity, that age when its future is served better by caution than by daring, and the interests and welfare of its citizens promoted better by holding fast to that which has proved true and enduring than by experimenting with the novel and untried. At various times in our national life there have come testing periods when, standing at the parting of the ways, the people have been called upon to choose between keeping the faith of their fathers and following the call of visionaries and the self-seeking ambitious. Three years after the partnership of Faust-Gutenberg, Constantinople fell into the hands of the Turks, and the Eastern Empire closed its career. The "Wars of the Roses" depopulated England of her nobility to such an extent that the royal power rose nearly to absolutism in the dynasty of kings that followed, and in the next reaction, the power of the Commons came uppermost. In Spain, Ferdinand and Isabella united their crowns, and drove out the last vestige of Moorish power from Europe the same year that "Genoese Columbus launched his adventurous fleet into the Western ocean." The Medici family were at the height of their power in Florence, and Lorenzo the Magnificent ascended the throne the same year that Caxton completed the history we have named. Under his reign were born the great Michael Angelo and the great Raphael. Marcilius Ficinus, the reviver of the profound study of Plato and the Platonists of Alexandria, was his schoolmaster. What with the revival of learning and the discovery of new worlds, the mastery over the Moslem, the invention of printing, and the bloom of romantic art, the "Time River," as Goethe calls it, was indeed swollen to overflowing, and in the age following there arose in Europe the modern States system, and the "Balance of Power" developed through the wars of Charles the Fifth with Francis the First and Henry the Eighth. At this epoch appeared the Reformation, and the new impulse toward independence of authority. Luther, Erasmus and Melancthon appear at the same time as Copernicus, with the "true system of the Universe," and Roger Ascham, the schoolmaster, teaching Greek to Queen Elizabeth. With the spread of the art of printing came the cheapening of books and the stimulus to popular education. According to Diesterweg, the eminent German educator, "the present system of common or public schools - that is, schools which are open to all children under certain regulations - dates from the discovery of printing, in 1436, when books began to be furnished so cheaply that the poor could buy them." He remarks: "Especially after Martin Luther had translated the Bible into German, and the desire to possess and understand that invaluable book became universal, did there also become universal the desire to know how to read. Men sought to learn, not only for the sake of reading the Scriptures, but also to be able to read and sing the psalms and to learn the catechism. For this purpose schools for children were established which were essentially reading-schools. Reading was the first and principal study; next came singing, and then memorizing texts, songs, and the catechism. At first the ministers taught; but afterwards the duty was turned over to the inferior church officers, the choristers and sextons. Without any right to assume that the controversy was closed, Rev. Mr. Bland, or his friends, announced and issued the pamphlet, omitting, however, the last two letters. That Rev. Mr. Bland or his friends published the first pamphlet is shown by the corrections made in'his letters as well as by the introduction to the pamphlet. The errors which appeared in mine are in this way allowed to go uncorrected. It was hardly fair on the part Of Rev. Mr. Bland not to have allowed an Opportunity for such corrections. It appears to me equally unfair for him to have issued the pamphlet without the last two letters. To supply these defects and to put the whole correspondence before the public I have consented to the publication of these letters, adding such explanatory notes as seem necessary or useful. Book excerpt: Excerpt from American Education and American Citizenship: An Address Delivered Before the Associated Alumni of the University of Rochester The statements I have already made are intended simply to emphasize what perhaps may need no special emphasis that education cannot, in any proper sense, be regarded as an end in itself, but that its value and efficiency depend up on an appreciation of the dignity and demands of human life. But may it not be pertinent to go a step farther and ask, What is that conception of life which should be kept in view in our educational systems? What, in short, is the real significance of human life - what is life for? One of the greatest achievements of modern science is generally conceded to be the discovery of the law of evolution. One of the factors of this law relates to the theory of lifewherein life is regarded as a universal struggle for exist ence. As this theory is generally interpreted, those individ nals which are best fitted by virtue of superior strength or intelligence, survive; while the weak and less intelligent go to the wall. Life is looked upon as a battle for survivor ship and supremacy. And this is supposed to apply not only to the lower animals, but to man as well; and is often emphasized as a stimulant to education. Success in life is looked upon as a victory in the battle of life. To achieve success one must possess the power and the intelligence necessary to triumph over others. If he has not received by nature the requisite amount of strength and skill, he must cultivate and develop it by artificial means. In this way he may obtain an advantage in the inevitable struggle; in this way he may acquire personal power and supremacy, and thus reduce others to a relative condition of subordina tion. It is by his superior knowledge and mental discipline obtained by education, that he may acquire those qualities which will enable him to outwit his fellow men, and will ensure his preeminence in the world and hence his success in life. This is the egoi'stic theory of life and education a theory which is based upon the hypothesis that the life of man, like the life of the brute, is a competitive struggle for existence and individual supremacy. So far as this theory is accepted and adopted as a principle of action, it begets the spirit of self-aggrandizement, of personal ambi tion, of excessive individualism, of antagonism of man against man. It ignores the social instincts of human na ture, and enthrones selfishness as the ruling principle of human conduct. It perverts and poisons the spirit of in dustrial enterprise, and leads to the exploitation of the weak by the strong. It infects and corrupts the political life of the nation, by debasing its legitimate institutions for the advancement of selfish ends - making of the ballotan instrument of bribery, of parties the means of acquiring personal power and mastery, and of our legislative halls a field for individual and corporate plunder.
