This timely study maps the shifting landscape of American education, as federal mandates require K-12 schools to employ qualified teachers or risk funding cuts. Lora Bartlett asserts that a narrowly technocratic view of teachers as subject specialists has spurred some public school districts to look abroad. When these districts use overseas-trained teachers as transient, migrant labor, the teachers have little opportunity to connect well with their students, thereby reducing the effectiveness of their teaching. Approximately 90,000 teachers from the Philippines, India, and other countries came to the United States between 2002 and 2008. These educators were primarily recruited by inner-city school districts that have traditionally struggled to attract teachers. From the point of view of school administrators, these are excellent employees. They are well educated, experienced, and able to teach in areas like math, science, and special education where teachers are in short supply. Despite the additional recruitment of qualified teachers, American schools are failing to reap the possible benefits of the global labor market. Bartlett shows how the framing of these recruited teachers as stopgap, low-status workers cultivates a high-turnover, low-investment workforce that undermines the conditions needed for good teaching and learning. Bartlett calls on schools to provide better support to both overseas-trained teachers and their American counterparts. Migrant Teachers asks us to consider carefully how we define teachers' work, distribute the teacher workforce, and organize schools for effective teaching and learning.

There are different pathways for skilled migrants to vocations. Some start working in their previous vocations after arriving in the new environment. Some re-enter their professions but on a lower level. Some can re-train themselves in a new vocation, and some will go to further education, as studies in different chapters of this book suggest. Common for successful integration seems to be several intertwined factors: the target language competence, strong motivation and agency, supporting networks and supporting persons, as well as structural opportunities of the new environment. The book’s editorial board takes an eclectic view, hoping to start an academic debate about what ‘successful integration’ means. While discussions about the integration of migrants tend to focus on integration failures, there are millions of migrants, in different countries, who have successfully integrated into their new societies.

First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. Because of policies related to the household registration (hukou) system, migrant students are not allowed a public high school education in the cities, so their urban education stops abruptly at the end of middle school. This book investigates the post-middle school education and labor market decisions of migrant students in Beijing and Shanghai, and provides a glimpse into the future of a crucial link in China’s development. The stories of how these migrant students seek upward mobility and urban citizenship also reveal one of the most intricate structural inequalities in China today. Based on quantitative data collected from middle schools in Beijing and Shanghai, and ethnographic data drawing on in-depth interviews with migrant children, their parents, and teachers, this book offers a portrait of the migration and educational experiences and prospects of second generation migrant youth in China today. It explores the urban experience of migrant students, contrasting it with that of local city youngsters, examining the migrant students’ family backgrounds, family dynamics, neighborhood and school experience, and interaction with locals. It goes on to look at the migrant students’ education and career aspirations, the structural obstacles preventing their fulfilment, and how migrant families respond to institutional constraints on educational opportunity. Finally, the book concludes with a discussion of policy implications and offers proposals for resolving the dilemmas of migrant youth. Book excerpt: Discussing migration and migration patterns in the third world, this paper asserts that the failure of plans for controlling rural to urban migration is due to: lack of knowledge about the phenomenon; the favor given to one-dimensional interpretations stressing certain aspects of urban economies; and the implicit assumptions underlying most solutions offered which are rarely consistant with the socioeconomic contexts of the countries involved. Discussion centers on: the nature of migration and how to assess it (suggesting that two-ended assessment is necessary for a valid picture of migrants, the migrant is characterized as normally young, rational, economic, educated, job-seeking, encouraged to migrate by urban friends/family, and poor); what happens to migrants in urban areas (citing statistics on Botswana and Tanzania wage earners vs non-wage earners, including the self-employed, argument is presented relative to the dangers of generalizing migration statistics; e.g., in Tanzania, 67% of all urban adults are migrants, more than 77% of the wage-earners could be so classified, while only 62% of the non-wage earners are migrants); the solutions and the role of education (suggestions for eliminating urban unemployment generally include encouraging a decline in the rural-urban migration and/or via educational ruralization, vocational education, etc., restricting migration, while this study suggests that unless a radical change reduces rural-urban disparities, ruralizing education will either fail to stop the urban influx or succeed partially in legitimizing inequality of opportunity). Despite the value of migrants' work experiences and the substantial technical and interpersonal skills developed throughout their lives, the labor-market contributions of these migrants are often overlooked and their mobility pathways poorly understood. Skills of the "Unskilled" reports the findings of a five-year study that draws on research including interviews with 320 Mexican migrants and return migrants in North Carolina and Guanajuato, Mexico. The authors uncover these migrants’ lifelong human capital and identify mobility pathways associated with the acquisition and transfer of skills across the migratory circuit, including reskilling, occupational mobility, job jumping, and entrepreneurship.
