For most Africans, incomes are lower than they were two decades ago, health prospects are poorer, malnourishment is widespread, and infrastructures and social institutions are breaking down. An array of factors have been offered to explain the apparent failure of development in Africa, including the colonial legacy, social pluralism, corruption, poor planning and incompetent management, limited in-flow of foreign capital, and low levels of saving and investment. Alone or in combination, these factors are serious impediments to development, but Claude Ake contends that the problem is not that development has failed, but that it was never really on the agenda. He maintains that political conditions in Africa are the greatest impediment to development. In this book, Ake traces the evolution and failure of development policies, including the IMF stabilization programs that have dominated international efforts. He identifies the root causes of the problem in the authoritarian political structure of the African states derived from the previous colonial entities. Ake sketches the alternatives that are struggling to emerge from calamitous failure--economic development based on traditional agriculture, political development based on the decentralization of power, and reliance on indigenous communities that have been providing some measure of refuge from the coercive power of the central state. Ake's argument may become a new paradigm for development in Africa.

Using data from a survey of rural Senegalese citizens, this is the first study to empirically test the effects of NFE on political participation and attitudes. The results indicate that NFE stimulates community and political participation and appears to have a stronger effect on participation than formal education. Both NFE and formal education increase the likelihood that people will embrace democratic, tolerant attitudes. Thus, NFE could be a potent force in the promotion of civic orientations in the emerging democracies.

The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.

Is it possible to identify the best practices and approaches to establishing political systems that promote accountability, transparency, peace, and civic space for all? These are the questions addressed in this book. While the concept of governance is considered to be central to political science, our understanding of it is still imprecise, with extant studies focused primarily either on think-tank indicators, economic management, or political studies of democratization. This book critically examines the record on democratization in Africa thus far, and seeks a new, integrated, focused approach to the study of governance. Such an approach requires revisiting the concept of governance itself, with emphasis on certain decisive components and critical issues. Considered in a democratic framework, the concept of governance can be employed to cast light on accountability issues in several arenas, four of which are considered in detail in this volume: institutions and the rule of law; constitution-making, elections, and political conflict settlement; distribution of power and citizenship; and political economy and corruption. Each contribution offers particular insights in one of these arenas. With a huge and varied continent in rapid flux to study, the sheer amount and variety of interesting new research is enormous. It is expected that the discussions contained herein and the various challenges, achievements, and lessons outlined will contribute to research, inform teaching, and lead to a greater understanding of the issues of democratic consolidation and economic development in Africa.

They suggest the need for an African democracy that speaks to values and cultures of Africans for it to be successful. However proponents of democracy say that The Western democracy is a good form of government that can lead to socio- economic development if it is given time to develop. They give examples of Successful democracy in the developed world and state that it took some countries more than 200 years to achieve successful democracy and therefore Africa should be given the time. The problem however is that Africa continues to languish as underdeveloped under the umbrella of democracy and we really do not have that time to wait and build democracy at the expense of development. African politicians who have been criticised for reigning over 'undemocratic' regimes have insisted that the West judges them by criteria that don't apply to African circumstances. Is there such a thing as African democracy? Informed and intrigued by two events that happened in different eras, in different countries, Gardner Thompson has written an in-depth historical examination of the nature of 'imported' democracy as practised in the East African countries of Uganda, where he worked as a young History teacher in the 70s, Kenya and Tanzania. The events were the 1971 Amin capture of power from Milton Obote in Uganda, and the post-election violence that rocked Kenya in 2007/2008, pitting then incumbent Mwai Kibaki against his erstwhile colleague Raila Odinga, along what many read to be tribal lines. Dividing the book into three sections, Thompson treats democracy in the three former colonies from the perspectives of pre-independence (colonialism), the transition to independence, and governance since independence. Reflecting indigenous history, the colonial past and evolving culture, flawed but functioning forms of government have emerged in the three states.
