Book excerpt: The Education Committee accepts that changes to student support needed to be made, but says that the delay in deciding on allocations and the guiding principles for distribution should not have been allowed to happen. The report states that the Government should have done more to acknowledge the Educational Maintenance Allowance's (EMA) combined impact on participation, attainment and retention, before it decided how to restructure financial support. The bursary scheme which is to replace the EMA will inevitably lead to inconsistencies which could distort young people's choices of where to study. It is not persuaded that bursaries administered by schools and colleges will necessarily be fairer or more discriminating than a slimmed-down, more targeted entitlement such as the EMA. The report also highlights the difficulty of transferring data between schools and colleges and encourages the Department for Education to do more to ensure that information about pupils' needs can move easily between educational institutions. The Committee supports the Government's focus on Apprenticeships but urges it to protect quality at the same time as increasing numbers participating. It also urges the Department for Education to fund the National Careers Service to provide face-to-face careers advice for young people

Book excerpt: This report shows that, where comparable data is available, course outcomes for young people aged 16-25 receiving special educational support are improving at similar or better rates than those for all students within this age group. This performance has been achieved while known average special education funding per head has decreased in schools and further education colleges. However, parents, students and local authorities do not always have the information they need to choose the school or college that best meets the young person's needs given the available funding. Assessments of young people's needs vary in quality, and local authorities do not always consider the full costs to the public purse of different placement options. There is insufficient knowledge about total cost of provision. In addition, there are wide variations between local areas in the percentages of young people studying in different provider types (such as schools and colleges), and in the availability and use of specialist provision. The Department, in its 2011 Green Paper, has proposed significant changes to special education from birth to the age of 25. The NAO report suggests that providing appropriate support for young people with special needs has the potential to deliver longer-term benefits for students and to the public purse. The Department should address current limitations in information, and better understand the relationships between needs, costs and outcomes so that it can secure value for money from its expenditure in this area.

Although 'millennials' have received attention in the popular media in recent years, young adults are too rarely treated as a distinct population in policy, programs, and research. Instead, they are often grouped with adolescents or, more often, with all adults. Currently, the nation is experiencing economic restructuring, widening inequality, a rapidly rising ratio of older adults, and an increasingly diverse population. The possible transformative effects of these features make focus on young adults especially important. A systematic approach to understanding and responding to the unique circumstances and needs of today's young adults can help to pave the way to a more productive and equitable tomorrow for young adults in particular and our society at large. Investing in The Health and Well-Being of Young Adults describes what is meant by the term young adulthood, who young adults are, what they are doing, and what they need. This study recommends actions that nonprofit programs and federal, state, and local agencies can take to help young adults make a successful transition from adolescence to adulthood. Book excerpt: In light of the recommendations of the Crick report on citizenship education ('Education for citizenship and the teaching of democracy' which can be downloaded at http://www.qca.org.uk/downloads/6123_crick_report_1998.pdf) published in September 1998, the subject was introduced into the school curriculum in 2002, on a compulsory basis for secondary schools and as part of the non-statutory framework for primary schools. The Committee's report assesses the progress made during the last four years to deliver quality citizenship programmes and examines the barriers that exist to its successful implementation. It finds that, when well done, citizenship education motivates and inspires young people, but the quality and extent of these programmes are still inconsistent across the country. This patchiness needs to be tackled head-on, and progress accelerated, requiring strong support from the DfES and Ministers as well as action from those on the ground. The Committee welcomes the Government's decision to accept the recommendations of the report by Sir Keith Ajegbo which highlighted the need for citizenship curriculum to have a closer focus on issues of identity, diversity and belonging. More can be done to disseminate between settings good practice information about approaches that are working in other institutions, particularly in relation to 'whole-school' (or college) approaches that develop opportunities for active citizenship, although it is essential that programmes are locally-owned and relevant to the particular context. The development of the workforce is also important to the success of citizenship education, and although the expansion of the Continuing Professional Development (CPD) citizenship certificate programme is welcome, more resources are needed to develop capacity in initial teacher training places for citizenship education.

The Department has sole responsibility for early years education and the schooling of children between 5 and 13, but in other areas, such as education for 14-19 year olds, it operates jointly with other Government departments, in partcular the Department for Innovation, Universities and Skills. The Committee welcomes the Departmental focus on children, but expresses some reservations in regard of joint responsibility which it sees as leading to a lack of clarity in regard of responsibility and a dilution in decision making. The Committee believes clarity on which Department has specific responsibility is important, particularly with the introduction of the new Diploma system for 14-19 year olds. Also the Departments' Children's Plan does not at present have a timetable of action or a clear set of priorities and that the Department needs to be explicit on how it intends to drive improvements in services for children and familes. In total the Committee has set out 14 conclusions and recommendations covering: the new Department; the Children's Plan; Public Service Agreements; schools' funding; efficiency and productivity.
