It is noted that many minority groups are forced into bilingualism as a necessity for survival, but that those skills are rarely seen as an advantage and often seen as a cause of dissention and conflict. There are few international standards for the maintenance and promotion of linguistic human rights. Ideologies and examples of the education of minority children are discussed, along with a comparison of different educational programs (segregation, maintenance, submersion, immersion). The question of whether children or schools are deficient is also discussed, as well as mother tongue literacy and universal primary education. A preliminary Declaration on Linguistic Rights is presented that is intended to serve as a model for a United Nations standard. This is the central question addressed in this book. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. These groups have historically imposed hegemonic languages, such as English and French, on colonized people at the expense of the native languages of the latter. The book traces this form of apartheid from the colonial era to the English-only movement in the United States, and proposes alternative ways to counter linguistic apartheid that minority groups and students have faced in schools and society at large. Contributors to this volume provide a historical overview of the way many languages labeled as inferior, minority, or simply savage have been attacked and pushed to the margins, discriminating against and attempting to silence the voice of those who spoke and continue to speak these languages.
