This report provides a multi-dimensional analysis of poverty in the country, using both quantitative and qualitative data, as well as examining the impact of government policies and spending on the poor. Policy options and priorities for poverty reduction strategies are identified under the key challenges of building opportunities and assets, reducing vulnerabilities, improving institutions and empowering communities.

If you live in rural Guatemala, your parents are likely illiterate, subsistence farmers who dropped out of school before the sixth grade. Quite possibly, you have never come in contact with a book, either at home or in school. Further, your teachers probably received little more than a high school education, and lack the training and resources they need to make a meaningful difference in your life. Without adequate reading skills, you will enter adult life unprepared to deal with its complexities, such as understanding a bank statement, a voting ballot, or a newspaper. You will remain a target of exploitation and injustice, and the cycle of poverty and inequality will continue for you and your children. Cooperative for Education (CoEd) is a Cincinnati, Ohio-based organization dedicated to breaking the cycle of poverty in Guatemala by providing educational resources and opportunities to underprivileged schoolchildren. Since CoEd's founding in 1996, it has brought educational opportunities through books, computers, training, scholarships, and libraries to approximately 100,000 young people, particularly those living in poor, indigenous Mayan areas.

Book excerpt: The objective of this paper is to document the extent and distribution of child and adult malnutrition in Guatemala; to analyze the relationship between selected child, maternal, household and community characteristics and children's nutritional status; and to outline the implications of the most important findings for nutritional policy. The prevalence of chronic malnutrition among Guatemalan children in 2000 was the highest in Latin America and among the highest in the world. The data show very strong socioeconomic and geographic inequality. The econometric analysis reveals a strong impact of income and of intergenerational effects. Education of adults in the household and the availability of infrastructure are other important determinants of children's growth attainment. Finally, even controlling for income and other household and community characteristics, ethnicity remains an important determinant of child nutritional status. The study also reveals an increasing prevalence of excess weights and obesity among children and adults. Overnutrition tends to be higher among individuals living in urban areas and among non-poor and non-indigenous households. This paper-a product of the Human Development Sector Unit, Latin America and the Caribbean Region-is part of a larger effort in the region to study poverty and human development processes.

Book excerpt: The Covid-19 pandemic caused major disruptions to education around the world. Since the World Health Organization declared a pandemic on March 11, 2020, most students on the planet were affected by the interruption of in-person schooling. To mitigate the educational loss such interruption would cause, education authorities the world over created a variety of alternative mechanisms of education delivery. They did so quickly and with insufficient knowledge about what would work well, for which children, and for what aspects of the schooling experience.Having to create such alternative arrangements in short order was the ultimate adaptive leadership challenge, one for which no playbook existed, one for which solutions would have to be invented, rather than drawn from existing technical knowledge. The nature of the challenge differed across the world and regions, and it differed also within countries as a function of the differential public health and economic impact of the pandemic on communities, and of variations in institutional and financial resources available to redress such impact, including availability of digital infrastructure and previous knowledge and experience of teachers and students with digi-pedagogies and other resources to create alternative education delivery systems.Sustaining educational opportunities amidst these challenges created by the pandemic was an example of adaptive education response not to a unique unexpected challenge but to one in a larger class of problems, just one of the many adaptive conundrums facing communities and societies. Beyond the challenges resulting from the pandemic, other complications of that sort predating the pandemic included those resulting from poverty, inequality, social inclusion, governance, climate change, among others. In some ways, the pandemic served as an accelerant for some of those, augmenting their impact or underscoring the urgency of addressing them. Adaptive puzzles of this sort, including pandemics, are likely to continue to impact education systems in the foreseeable future. This makes it necessary to strengthen the capacity of education systems to respond to them.Reimagining education systems so they are resilient in the face of adaptive challenges is an opportunity to mobilize new talent and institutional resources. Partnerships between school systems and universities can contribute to those reimagined and more resilient systems, they can enhance the institutional capacity of education systems to devise solutions and to implement them. Such partnerships are also an opportunity for universities to be more deliberate in integrating their three core functions of research, teaching and outreach in service of addressing significant social challenges in a context in rapid flux.In this book we present the results of one approach to produce the integration between research, teaching and outreach just described, resulting from engaging graduate students in collaborations with school systems for the purpose of helping identify ways to sustain educational opportunity during the disruption caused by the pandemic. This activity engaged our students in research and analysis, contributing to their education, and it engaged them in service to society. The book examines what happened to educational opportunity during the Covid-19 pandemic in Bangladesh, Belize, the municipality of Santa Ana in Costa Rica, Guatemala, Kenya, in the States of Sinaloa and Quintana Roo in Mexico, South Africa, United Arab Emirates, and in the United States in Richardson Independent School District in Texas. It offers an systematic analysis of policy options to sustain educational opportunity during the pandemic.

These metrics will allow for a thorough analysis of the relationships between the countries and will determine their impact on the other aspects in these two countries. While Guatemala and Tanzania are very different countries, they share many things in common such as inequalities among different groups, having many different groups of indigenous people, having most people living in rural areas, and are located on a coast. Also, they share similarities regarding poverty, water quality, community health, and education. By looking into these four metrics, conclusions were drawn about technologies and ways of life in these areas. Additionally, after analyzing data and comparing the similarities, differences, and unique aspects, the correlation between these five different factors inspired some ideas on ways to improve rural communities in these countries. One of the goals of this project is to help develop ways to translate lessons learned from different communities and countries to others.

Book excerpt: Abstract: Studies have shown that learning outcomes are related to the amount of time students engage in learning tasks. However, visits to schools have revealed that students are often taught for only a fraction of the intended time, particularly in lower-income countries. Losses are due to informal school closures, teacher absenteeism, delays, early departures, and sub-optimal use of time in the classroom. A study was undertaken to develop an efficient methodology for measuring instructional time loss. Thus, instructional time use was measured in sampled schools in Tunisia, Morocco, Ghana, and the Brazilian state of Pernambuco. The percentage of time that students were engaged in learning vis-à-vis government expectations was approximately 39 percent in Ghana, 63 percent in Pernambuco, 71 percent in Morocco, and 78 percent in Tunisia. Instructional time use is a mediator variable that is challenging to measure, so it often escapes scrutiny. Research suggests that merely financing the ingredients of instruction is not enough to produce learning outcomes; students must also get sufficient time to process the information. The quantity-quality tradeoff that often accompanies large-scale enrollments may be partly due to instructional time restrictions. Time wastage also distorts budgetary outlays and teacher salary rates. To achieve the Millennium Development Goals students must get more of the time that governments, donors, and parents pay for.

As such Santa Maria has come to exemplify the theory and practice of liberating education. The book tells the history of this remarkable community and reveals the transformative potential of the radical pedagogy of Paulo Freire and others. Santa Maria has thus become an example of dynamic liberating education, and its history has much to offer educators, students and solidarity activists throughout the world.

In recent years research, as well as the results of practical programmes, has led to a clearer understanding of the relationship between child work and education. It is increasingly evident that child work is not entirely the result of economic need or exploitation. Frequently is the failure of educational system to offer adequate, stimulating and affordable schooling that encourages children to drop out in favour of work that appears to offer advantages more relevant to their everyday lives. Parents too may undervalue the role and purpose of a school that provides inadequate preparation for the future and often see a job, including home-based work, as a positive alternative to crime, delinquency or begging. Consequently, while a distinction needs to be made between ‘formative child work’ and ‘harmful child work’, in certain situations and cultures the phenomenon is not always seen as negative. Yet, although gratifying in the short term and sometimes even providing the means for a younger child to attend school as well as a way of learning discipline and responsibility, often these jobs provide no useful experience and do not lead to an improvement in the personal development of life chances of a child. The situation is therefore complex and requires a more realistic evolution of the relationship between archaic pedagogy, dropout rates and child work. These five case studies from Latin America all reveal the effects of inappropriate school curricular. Desertion of the educational system for the labour market leads to inadequate training and perpetuates the poverty trap. As part of the commitment to combating work which is detrimental to the child, major educational reform is needed. Improvements in coverage, quality and affordability should lead to greater acceptance pf schooling at all levels of society and provide a greater incentive for parents and children alike to participate more fully in the system. Moreover, in cases of severe economic hardship and forced or harmful labour, practical assistance with subsides and scholarships should be considered to remove children from such work.
