But it allows also for other than regional comparisons given that a number of newly industrialized countries (such as Brazil, Chile, Malaysia, and South Africa) are represented in this book, together with many OECD countries. This book is the result of the effort and hard work of the contributing authors, many of whom are the NRCs for IEA SITES in their respective countries. Special thanks must go to the Norwegian Royal Ministry of Education and Research and the Netherlands Kennisnet ICT OP School Foundation, both of which provided generous support for the preparation and dissemination of the book, to the Center for Information Technology in Education (CITE) of the University of Hong Kong, which assisted in the technical preparation of the manuscript, and to the IEA Secretariat, which facilitated the copyediting of the chapters. I think it is imperative that this century focuses on Adult Transformation Learning by providing Training On Demand During the last twenty years, the use of the word “crisis” seems to have increased around the world. Referring to sudden and intensely political, economic, social, psychological, cultural or environmental changes, this term emerges now more frequently in everyday vocabulary. According to transformative learning theory, the emergence of a crisis represents a potential opportunity for personal and/ or collective transformation, grounded in the capacity of individuals and groups to revisit the perspectives through which they interpret their own experience. Considering recent history, how does the emergence of social, economic, political, cultural, intellectual or environmental crisis manifest an opportunity, or an expression, of transformative learning? Book excerpt: This book challenges the conventional wisdom that greater schooling and skill improvement leads to higher wages, that income inequality falls with wider access to schooling, and that the Information Technology revolution will re-ignite worker pay. Indeed, the econometric results provide no evidence that the growth of skills or educational attainment has any statistically significant relation to earnings growth or that greater equality in schooling has led to a decline in income inequality. Results also indicate that computer investment is negatively related to earnings gains and positively associated with changes in both income inequality and the dispersion of worker skills. The findings reports here have direct relevance to ongoing policy debates on educational reform in the U.S.
