Put simply, preparing our students to participate fully in today's and tomorrow's world demands that we nurture their global competence.This document introduces a definition of global competence developed by the Global Competence Task Force-a group of state education agency leaders, education scholars, and practitioners-under the auspices of the Council of Chief State School Officers EdSteps initiative (CCSSO-EdSteps) and the Asia Society Partnership for Global Learning (see page (iv) for task force participants). The definition builds on seminal work within the states and a broad range of organizations working to advance global knowledge and critical thinking skills. A process of careful articulation and vetting yielded the definition of global competence here proposed:Global competence is the capacity and disposition to understand and act on issues of global significance.Globally competent individuals are aware, curious, and interested in learning about the world and how it works. They can use the big ideas, tools, methods, and languages that are central to any discipline (mathematics, literature, history, science, and the arts) to engage the pressing issues of our time. They deploy and develop this expertise as they investigate such issues, recognizing multiple perspectives, communicating their views effectively, and taking action to improve conditions.This publication of CCSSO and the Asia Society Partnership for Global Learning puts forward a new definition for global competence and explores how to infuse the capacities of global competence into the classroom and into policy.

Book excerpt: Globally competent future teachers, capable of teaching citizens of the world, are highly needed in schools in the United States and around the world. We live in a dynamic, fluid and constantly changing global society, where educators play an important role in shaping the upcoming generations of children to become culturally aware, understanding, and ready to take action in changing for better the world they live in. The purpose of this comparative quantitative study was to explore the teacher preparation programs with global education focus versus traditional and to compare global competency level as reported by participants. The main theoretical framework I used was that proposed by Boix-Mansilla and Jackson (2011), as described in the Asia Society publication, Educating for Global Competence Preparing our Youth to Engage in the World. In this study, there were 69 participants, students enrolled in teacher preparation programs across the United States, who completed the Global Competencies for Future Educators Survey. The factor analysis identified the main three constructs of global competencies: awareness, understanding, and action/behavior. Participants responses were evaluated through t-test analysis to identify any significant differences between the self-reported competencies of those participating in a global teacher education program and those in a traditional teacher preparation program. Implications for teacher education and programming related to global competency development are proposed and discussed.

America's continued global leadership will depend on our students' abilities to interact with the world community both inside and outside our borders. This report warns that the U.S. will become less competitive in the global economy because of declining quality foreign language education at the college and high school level. Additionally, the American public's deficiency in foreign languages and cultures is hampering efforts to counter terrorist threats. To have a citizenry that is knowledgeable of world regions, global issues, and foreign cultures, as well as conversant in other languages, we will need to strengthen the curriculum of the K-12 education system as well as that of our colleges, universities, and professional schools. Although there is much that can be done by states, governors, business leaders, and others, leadership by the Federal government will be crucial in jump-starting this effort. This report recommends (1) teaching international content across the curriculum and at all levels of learning to expand American students' knowledge of other countries and cultures; (2) expanding the training pipeline at every level of education to address the paucity of Americans fluent in foreign languages, especially critical, less-commonly taught languages, such as Arabic, Chinese, Hindi, Japanese, Korean, Persian/Farsi, Russian, and Turkish; and (3) national leaders--political leaders as well as the business and philanthropic communities and the media--should educate the public about the importance of improving education in languages other than English and in international studies. Appended are: (1) A Timeline of Important Developments in International Studies and Foreign Language Education; and (2) Major Federal Legislation Pertaining to International Studies and Foreign Language Education.
