Book excerpt: This report presents findings of an inquiry into the educational needs of children prenatally exposed to drugs and covers: (1) the extent of the problem, (2) negative effects of prenatal drug exposure on a child's educational potential, (3) typical behaviors and learning deficits of such children, and (4) characteristics of successful early childhood programs for this population. The report also contains profiles of eight programs specifically designed to educate children prenatally exposed to drugs or experiencing psychosocial traumas. Programs are located in the District of Columbia, Los Angeles (California), St. Petersburg (Florida), Tampa (Florida), New York City, Chicago (Illinois) and Palo Alto (California). Highlights of the review of the four study questions include: the number of children prenatally exposed to illicit drugs is increasing; the prevalent use of alcohol and cigarettes poses a greater prenatal threat to a larger number of babies than does any illicit drug; 30-40 percent of prenatally drug exposed children display developmental delays in the absence of effective early intervention; there is no profile of behavior and learning typical of drug-exposed children; educators should focus on identifying and addressing the problem behaviors, not on the causes; and successful programs use developmentally appropriate practice standards and not new instructional methodology especially for drug-exposed children. Book excerpt: Search for Policy We have confirmed through our October 11, 2016, building human assets meeting with the California Department of Education that there is no federal or state policy in place to address the eligibility status of children from a family history of suffering from substance abuserelated disorders. Hence, the Building Human Assets Project Human Systems Research in Education study is in an area not covered by federal or state laws or regulations. This is why a new scientific approach is needed in the best interest of the child. To the benefit of all children, the Individuals with Disabilities Act was reauthorized and signed into law on December 3, 2004 as the Individuals with Disabilities Education Improvement Act of 2004, Public Law 108-446. This includes several requirements effective July 1, 2005, which calls for states to establish policies and regulations that require referral for early intervention services of a child under the age of three who is identified as affected by illegal substance abuse or withdrawal symptoms resulting from parental drug exposure (Section 637[a][6][B]). This relates to the anatomy of the child suspected of suffering from a family history of substance abuserelated disorders The Keeping Children and Families Safe Act of 2003 was intended to add new requirements under the Child Abuse Prevention and Treatment Act of 2004, to include the requirement that states have policies and procedures in place which require health care providers to notify Child Protective Services of infants born and identified as being affected by illegal substance abuse or withdrawal symptoms that result from prenatal drug exposure. Hence, the educational implications for children inflicted with disorders as a result of exposure to drugs in the utero. Early intervention and treatment is a basic need. The 2015 Every Student Succeeds Act (ESSA) shifts federal accountability provisions to the states. ESSA is the law that governs the United States K-12 public education policy, and replaces the No Child Left Behind Act through the reauthorization of the 1965 elementary and secondary education Act (ESEA). ESEA established the American federal governments expanded role in funding education in the best interest of the child. This is the sense through which the words the family community engagement reflects on the compelling needs of the child, the family, and the community.

Book excerpt: Abstract: The purpose of this systematic review of the literature was to explore evidence-based practices used to help children who have been prenatally exposed to drugs. This review helps to gain a better understanding of the effects that prenatal drug exposure has on children and the types of resources and supports that have been developed to assist them. This systematic review analyzed the content of 20 empirically researched articles written over the last 20 years. Results of this literature review found that behavioral, cognitive, and developmental outcomes of drug-exposed children can be improved by home-based and center-based interventions as well as educational support. Services that improve outcomes included speech therapy, occupational therapy, developmental assessments, developmental play activities, social skills trainings, case management, support for parents, parent education, referrals to community resources, mental health screenings, and trainings for social workers and other professionals who work with drug exposed children. Recommendations for future research practice and policies for drug exposed children are also presented.
