Mis comentarios se confinan a las necesidades de la hora actual en este campo en Asia y en América latina, por dos razones: La primera es que esas son las partes nonorteamericanas del mundo donde algo conozco las escuelas superiores de agricultura y a los economistas agrícolas. La segunda es la importancia de comprender que las preocupaciones y las técnicas de la economía agrícola de Europa y de Norteamérica son en gran medida específicas de la estructura institucional en esos continentes. Gran parte del provincialismo de la economía agrícola de Europa y de Norteamérica es productivo cuando permanece en casa, pero mucho de él es corruptivo cuando se descarría el extranjero.

This book examines the relevance of the circular economy in the context of developing countries, something which to date is little understood. This volume highlights examples of circular economy practices in developing country contexts in relation to small and medium enterprises (SMEs), informal sector recycling and national policy approaches. It examines a broad range of case studies, including Argentina, Brazil, China, Colombia, India, Indonesia, Kenya, South Africa, and Thailand, and illustrates how the circular economy can be used as a new lens and possible solution to cross-cutting development issues of pollution and waste, employment, health, urbanisation and green industrialisation. In addition to more technical and policy oriented contributions, the book also critically discusses existing narratives and pathways of the circular economy in the global North and South, and how these differ or possibly even conflict with each other. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.
