The National Autonomous University of Mexico’s (UNAM) Climate Change Research Program (PINCC), funded the research coordinated by Armelle Gouritin. The research aims to answer the following questions: Does the Mexican legal framework and public policies address forced internal climate mobility? If not, what could be the elements of a legal framework and public policies to address the phenomenon? As the phenomenon was approached it was clear that it was extremely complex and consisted of numerous tensions that would lead to other questions throughout the research process. Climate forced internal displacement is projected as a huge-scale phenomenon in Mexico. Against this background, the book provides the first critical diagnosis of the current politico-legal Mexican framework and finds it to be lagging behind in terms of prevention and attention. The book analyses the three-level Mexican governance (federal, state and local levels), and identifies serious loopholes according to a rights-based approach that particularly focuses on women, indigenous peoples, and persons and communities with scarce economic resources. The results provide information on up-coming legislative and political processes and provide benchmarks that can be applied in other case-studies, including other national frameworks’ critical analysis.

These hopes appeared dashed, however, by the results of the 2016 U.S. presidential election, which brought to power a candidate that campaigned on undoing Obama's signature policies, including the rapprochement with Cuba. Several years into the Trump administration there are still several pathways that these two neighboring countries could take to either continue the rapprochement, extend the status quo, or drift further apart. Although it is not entirely clear which direction the bilateral relationship will take, given the varied and divergent political pressures that drive each of the two nations, it is clear that several key opportunities and challenges await them. Drawing insight from the political, economic, and legal spheres, this book examines possible pathways for the two cold war adversaries. Key among the issues that demand attention are unresolved property claims dating back to the 1959 revolution, establishing regularized bilateral economic relationships in multiple sectors of the economy, as well as addressing a variety of legal and political constraints in both Cuba and the United States. The approach followed to develop innovative curriculum follows five steps: 1) What are the specific impacts of climate change in this jurisdiction? How do they impact various human populations? 2) What knowledge, dispositions and behaviors could mitigate the impact of climate change and are there ways in which changes in the behaviors of populations in this jurisdiction could slow down climate change? 3) What are the means of delivery to reach each of the specific populations in this jurisdiction who needs to be educated on climate change? 4) What curriculum can help educate each population? 5) What role can the institution we are collaborating with play in advancing climate change education in that jurisdiction? The various chapters of the book present the conceptual foundation of these programs and illustrate how these programs respond to specific characteristics of local contexts. These programs focus in schools, non-formal settings and educator preparation institutions. The chapters offer examples of general value beyond the specific contexts for which they were designed, as they illustrate how in order to be optimally useful climate change education needs to be firmly grounded in the specifics of a context and responsive to that context.
