Book excerpt: Village Housing explores the housing challenge faced by England’s amenity villages, rooted in post-war counter-urbanisation and a rising tide of investment demand for rural homes. It tracks solutions to date and considers what further actions might be taken to increase the equity of housing outcomes and thereby support rural economies and alternate rural futures. Examining past, current and future intervention, the book’s authors analyse three major themes; the interwar reliance on landowners to provide tied housing and post-war diversification of responses to rising housing access difficulties (including from the public and third sectors); recent responses that are community-led or rely on flexibilities in the planning system; and actions that disrupt established production processes including self-build, low impact development and a re-emergence of council provision. These responses to the village housing challenge are set against a broader backdrop of structural constraint – rooted in a planning-land-tax-finance nexus – and opportunities, through reform, to reduce that constraint. Village Housing makes the case for planning, land and tax reforms that can broader the social inclusivity and diversity of villages, supporting their economic function and allowing them to play their part in post-carbon rural futures. It aims to contribute greater understanding of the village housing problem – framed by the wider cost crisis afflicting advanced economies – and offer glimpses of alternative relationships with planning and land.

Book excerpt: Biodegradable materials in landfill sites, such as food, vegetation and paper, generate methane and other emissions to the soil and water which can be harmful to health. The European Union introduced a Directive in 1999 which set maximum allowances for the tonnage of biodegradable municipal waste that each Member State could send to landfill from 2006 onwards. Waste collection and disposal is a key responsibility of the 388 local authorities in England, and the Department for Environment Food and Rural Affairs (DEFRA) has to work closely with them to enable the United Kingdom to comply with this Directive. Non-compliance could result in a fine of up to £180 million a year. The UK's historic reliance on landfill led to a four year extension to the timetable, but DEFRA took no effective action until 2003. Although 2005-06 saw a reduction of 2.3 million tonnes against the previous year, a further reduction of 4.9 million tonnes will be required to comply with the 2013 maximum allowance set by the EU. Much of the progress made has involved an increase in recycling, due to the public's enthusiasm, but manufacturers and retailers continue to use large amounts of packaging. Recycling alone will be insufficient to comply with the Directive, and new infrastructure - energy-from-waste plants which incinerate, anaerobically digest, or compost waste to generate electricity - will be necessary. But such plants are unpopular and typically take nine years to become operational, and there is a significant risk that many will not be ready in time.

Book excerpt: This paper contains a summary of responses to "The governance of Britain: election day: weekend voting" (2008, Cm. 7334, ISBN 9780101733427), along with detailed responses to specific questions raised in the consultation, conclusions and next steps. A majority (53 per cent) of respondents favoured retaining weekday voting, but there was also a majority in favour of piloting weekend voting, should it be adopted, before introducing it across the UK. A survey of non-voters suggested many would be more likely to vote if an election was at the weekend. But evidence provided by local authorities and electoral administrators suggests that a weekend poll, particularly one held over two days, would add considerably to the logistical complexity of running elections, particularly in terms of finding appropriate staff and premises. The Government believes that the potential benefits are outweighed by the overall lack of consensus, and does not propose to move forward with weekend voting at this time. It would, though, re-examine the option should a stronger view in favour emerge in the future.

To deliver its role as independent arbitrator in disputes about unfair treatment or service failure by local authorities, the Local Government Ombudsman must tackle operational inefficiencies rapidly and conduct its own activities with credible effectiveness. The LGO must implement the changes identified by the recent Strategic Business Review. The LGO management's rationale for not publishing the 2011 Strategic Business Review in full was unconvincing and suggests there may be insufficient appetite for change within the LGO. The LGO must explain which findings from the Strategic Business Review will be implemented in full and in part, and provide a timetable for this. It also needs to set out the arrangements and timetable for appointing the new Chief Operating Officer (and their responsibilities). In future the LGO must be completely clear with all parties about the criteria it applies in order to determine whether cases are assigned to be resolved through a mediated process to achieve redress, or are allocated for full investigation and formal determination. Likewise the LGO must be transparent about the procedures that apply when any case is moved from one process to another - such as when mediation fails. The Government must explain how it will monitor the implementation of reorganisation at the LGO. An annual, independent staff survey should be reinstated at the LGO with results published.
