Book excerpt: This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human well-being, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the land area under irrigation in order to feed the world’s growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalized women and men. It will be of great interest to practitioners, students and researchers working on water and food issues.

Book excerpt: Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

However, the very foundation of a productive system – healthy lands and soils and clean water supply – is already under immense pressure. In fact, by the most credible estimates, up to 52% of global agricultural lands are now moderately to severely degraded, with millions of hectares per year degrading to the point they are abandoned by the land manager. The loss of productive land, coupled with increased food demand, pushes agriculture to be the primary driver in 80% of native habitat loss. Agricultural irrigation is driving the majority of water scarcity issues in high-risk basins threatening food systems, community water supplies and ecosystem health. These pressures have resulted in the global agriculture sector driving more biodiversity loss, destruction of natural habitat, soil degradation and depletion of natural resources around the world than any other industry.

Book excerpt: The year 2007 could perhaps accurately be described as the year when climate change finally received the attention that this challenge deserves globally. Much of the information and knowledge that was created in this field during the year was the result of the findings of the Fourth - sessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), which were disseminated on a large scale and reported extensively by the media. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.

Book excerpt: Accessibility to clean and sufficient water resources for agriculture is key in feeding the steadily increasing world population in a sustainable manner. Nature-Based Solutions (NBS) offer a promising contribution to enhance availability and quality of water for productive purposes and human consumption, while simultaneously striving to preserve the integrity and intrinsic value of the ecosystems. Implementing successful NBS for water management, however, is not an easy task, since many ecosystems are already severely degraded and exploited beyond their regenerative capacity. Furthermore, ecosystems are large and complex and the many stakeholders involved may have conflicting interests. Hence, implementation of NBS requires a structured and comprehensive approach that starts with the valuation of the services provided by the ecosystem. The whole set of use and non-use values, in monetary terms, provides a factual basis to guide the implementation of NBS, which is ideally based on transdisciplinary principles, i.e. complemented with scientific and case-specific knowledge of the ecosystem in an adaptive decision-making process that involves the relevant stakeholders. This discussion paper evaluated twenty-one NBS case studies using a non-representative sample, to learn from successful and failed experiences and to identify possible causalities among factors that characterize the implementation of NBS. The case studies give a minor role to valuation of ecosystem services, an area for which the literature is still developing guidance. Less successful water management projects tend to suffer from inadequate factual and scientific basis and uncoordinated or insufficient stakeholder involvement and lack of long term planning. Successful case studies point to satisfactory understanding of the functioning of ecosystems and importance of multi-stakeholder platforms, well-identified funding schemes, realistic monitoring and evaluation systems and endurance of its promoters.

Initiatives portrayed as the solution to the water governance ‘jigsaw’ – e.g. water trade, improved water use efficiency, users collective action, public participation – are not free of difficulties and shortcomings. The book explores the growing need for maintaining Spain’s natural capital and the human component of water governance – people’s needs, wishes, (vested) interests, aspirations – that often determine the result of decisions and, sometimes, lead water management to a deadlock.
