Book excerpt: This book presents the complete and pioneering works of the great Spanish economist, Germán Bernácer (1883-1965), to an English audience for the first time. Bernácer, the first director of the Research Service of the Bank of Spain (1930–55), inspired Keynes’ theory but was also a major critic and opponent of it. A macro economist by trade, Bernácer’s major theory related to recurring crises, which he believed were inherent in the existence of speculative markets such as property, works of art, long term currency markets, commercial trading, materials, and energy. Bernácer believed that these speculative markets generate unearned income and hoarding,they abound in financial capital and, when such capital is captured, it then lacks in production industries where real value is created, draining their financing. The author shows how history has repeated itself in this manner in 1929, 2007, 2008, 2014 and 2016. The author derives his content from Bernácer’s Spanish publications and his private correspondence with his contemporary economists, providing an historical and thematic insight into his thinking. It is well-timed to contribute to current worldwide debates on monetary,financial and budgetary policies needed to implement an economic order that can restore economic stability, providing readers with rare and important insights into the deep roots of crises. This was not because the ordinary business of life was thought unimportant, but because the principles governing economic conduct were thought to be obvious or uncontroversial. The subsequent development of economic writing thus parallels the development of capitalism in Western Europe. From the seventeenth to the twenty-first century there has been a constant shift in content, audience, and form of argument as the literature of economic argument developed. The Economy of the Word proposes that to understand the various forms that economic literature has taken, we need to adopt a more literary approach in economics specifically, to adopt the instruments and techniques of philology. This way we can conceive the history of economic thought to be an on-going work in progress, rather than the story of the emergence of modern economic thinking. This approach demands that we pay attention to the construction of particular texts, showing the work of economic argument in different contexts. In sum, we need to pay attention to the "economy of the word". The Economy of the Word is divided into three parts. The first explains what the term "economy" has meant from Antiquity to Modernity, coupling this conceptual history with an examination of how the idea of national income was turned into a number during the first half of the twentieth century. The second part is devoted to Adam Smith's Wealth of Nations, considering first the manner in which Smith deals with international trade, and then the way in which the book was read in the course of the nineteenth century. Part III examines the sources used by Karl Marx and Léon Walras in developing their economic analysis, drawing attention to their shared intellectual context in French political economy.

Book excerpt: According to current understanding, Malthus was hostile to an excess of population because it caused social sufferings, while Marx was favourable to demographic growth in so far as a large proletariat was a factor aggravating the contradictions of capitalism. This is unfortunately an oversimplification. Both raised the same crucial question: when considered as an economic variable, how does population fit into the analysis of economic growth? Even though they started from the same analytical standpoint, Marx established a very different diagnosis from that of Malthus and built a social doctrine no less divergent. The book also discusses the theoretical and doctrinal contribution of the liberal economists, writing at the onset of the industrial revolution in France (1840-1870), and those of their contemporary, Pierre-Joseph Proudhon, who shared with Marx the denunciation of the capitalist system. By paying careful attention to the social, economic, and political context, this book goes beyond the shortcomings of the classification between pro- and anti-populationism. It sheds new light over nineteenth century controversies over population in France, a case study for Europe.

Author of the famous Treatise on Political Economy in 1803, which was revised and re-edited on several occasions, he published numerous other works including a voluminous Complete Course in Practical Political Economy in 1828–9. He also taught political economy successively from 1815 until his death in three Parisian establishments: the Athénée, the Conservatory of Arts and Trades, and the Collège de France. The texts in which Say exposes his approach to political economy have not been available in the English language until now except for the fourth edition of the ‘Preliminary Discourse’ which serves as an introduction to the Treatise. This book presents a translation which renders his works accessible to the English speaking world. For the first time, English readers will be able to become directly immersed in Say’s principal texts, where he develops his conception of political economy. Jean-Baptiste Say and Political Economy proposes a translation of a selection of eleven of Say’s texts. The first three are versions of the ‘Preliminary Discourse’ from the Treatise’s editions of 1803, 1814 and 1826 with the variations of the editions of 1817, 1819 and 1841. The following four texts are the opening discourses pronounced at the Conservatory in 1820 and 1828 and the Collège de France in 1831 and 1832. The eighth text is the ‘General Considerations’ which open the Complete Course in Practical Political Economy of 1828, with the variations of the 1840 re-edition. The final three texts are those Say devotes to ‘the progress of political economy’ in what is akin to a history of economic thought. This volume is of great importance to economic historians and people studying Jean-Baptiste Say, as well as those who are interested in economic theory and philosophy and political economy.
