Book excerpt: Dans son principe, le système de réparation des risques professionnels français a deux objectifs : assurer la compensation des victimes et inciter les employeurs à mettre en œuvre des actions de prévention. Dans ce contexte, le comportement rationnel de l'entreprise, en référence à l'économie de l'assurance, consiste à rechercher le niveau de prévention lui permettant de minimiser ses couts et l'investissement de prévention optimal correspond alors au niveau de prévention égalisant le coût marginal de prévention et le bénéfice marginal associe à la diminution des risques. Dans le cas des accidents du travail, le nombre important d'accidents se combine avec les effets rapides de la prévention pour permettre au mécanisme d'incitation à la prévention de fonctionner. Des résultats analogues sont démontrés dans le cas des surdités professionnelles. La situation est par contre très différente pour les cancers professionnels caractérisés par des temps de latence importants, une faible probabilité d'occurrence et une causalité multifactorielle. L'intervention de l'état est alors nécessaire pour assurer la prévention contre les toxiques cancérogènes. Depuis plusieurs années, le système de réparation connait une situation financière difficile liée notamment aux modifications démographiques et a l'évolution du système productif. L'analyse prospective du financement de ce système concerne l'application de différentes modalités de calcul des taux de cotisation des employeurs (mutualisation et capitalisation) et met en évidence leurs effets sur le mécanisme d'incitation à la prévention.
