This book provides a comprehensive, interdisciplinary review and assessment of the issues and challenges faced. The authors provide a science-based assessment of current and future scenarios of water availability, the demands of key sectors, including agriculture and hydropower, and the environment under changing demographic, economic, social and climatic conditions. They also identify solutions and strategies that will allow available water resources to be sustainably used to improve agricultural productivity, food security and economic growth in the VRB. Overall, the work examines from a multidisciplinary and multi-stakeholder perspective the solutions and strategies to improve the use of water and other natural resources in the VRB to achieve enhanced food security, livelihoods and economic growth.

Book excerpt: Since its construction in the early 1960s, the hydroelectric Akosombo Dam across the Volta River has exemplified the possibilities and challenges of development in Ghana. Drawing upon a wealth of sources, A Dam for Africa investigates contrasting stories about how this dam has transformed a West African nation, while providing a model for other African countries. The massive Akosombo Dam is the keystone of the Volta River Project that includes a large manmade lake 250 miles long, the VALCO aluminum smelter, new cities and towns, a deep-sea harbor, and an electrical grid. On the local level, Akosombo has meant access to electricity for people in urban and industrial areas across southern Ghana. For others, Akosombo inflicted tremendous social and environmental costs. The dam altered the ecology of the Lower Volta, displaced 80,000 people in the Volta Basin, and affected the livelihoods of hundreds of thousands of Ghanaians. In A Dam for Africa, Stephan Miescher explores four intersecting narratives: Ghanaian debates and aspirations about modernization in the context of decolonization and Cold War; international efforts of the US aluminum industry to benefit from Akosombo through cheap electricity for their VALCO smelter; local stories of upheaval and devastation in resettlement towns; and a nation-wide quest toward electrification and energy justice during times of economic crises, droughts, and climate change.

This book, based on Lewis's personal papers, provides a new view of this renowned economist and his impact on economic growth in the twentieth century. Book excerpt: Originally published in 1972 this study analyses the process of economic growth and social change in the riparian communities of the Lower Volta River in Ghana, which came about in large part due to the construction of the Volta dam in 1963. With its completion many of the riparian communities were denied the ecconomic advatages of natural irrigation and water flow for inland fisheries, although they did benefit through the emergence of a valuable lake fishery. The study cound that the socio-economic preconditions for a rise in the standard of living had been building up over some time and many social, economic and political forms of change had been introduced to change the previous static equlibrium. Such influences began to erode the hitherto unquestioned acceptance of traditional institutions and the stability and security they offered.

Book excerpt: The State of the Nations is a collection of essays evaluating the political, social, and economic development of independent African states in the 1960s. The effort to employ the notion of constraint as a conceptual tool in analyzing African politics reflects an attempt to move away from evaluative terms such as development and modernization or decay and breakdown. Development, which has an implicit suggestion of social progress and constitutional government, seems inappropriate for the study of the wide array of political phenomena found in African states. Terms such as breakdown and decay—with an equally broad suggestion of disruption, disunity, and instability—seem equally inappropriate. The vantage point of the authors in this volume is primarily political, but their understanding of African development encompasses the social and economic spheres as well. The constraints that impede achievement of African objectives are varied, and many, of course, are not political. Geographical factors, for example, are supremely relevant in accounting for the availability of natural resources. The principal justification for emphasizing political rather than other constraints is the extent to which political will and political action can stimulate development in spite of other obstacles.
