Book excerpt: It is clear that climate change involves changes in temperature and precipitation and therefore directly affects land productivity. However, this is not the only channel for climatic change to affect agro-systems. Biodiversity is subject to climatic fluctuations and in turn may alter land productivity too. Firstly, biodiversity is an input into agro-ecosystems. Secondly, biodiversity supports the functioning of these systems (e.g. the balancing of the nutrient cycle). Thirdly, agro-systems also host important wildlife species which, though not always, play a functional role in land productivity, nonetheless constitute important sources of landscape amenities. The present paper illustrates a unique attempt to economically assess this additional effect climate change may imply on agriculture. We first empirically evaluate changes in land productivity due to climatic change effect on temperature, precipitations and biodiversity. Then we estimate the economic cost of biodiversity impact on agro-systems. Our key finding is that climate-change-induced biodiversity impact on European agro-systems measured in terms of GDP change in year 2050 is sufficiently large to deepen the direct climate-change effect in some regions and to reverse it in others. Different economies show different resilience profiles to deal with this effect.

There is robust scientific consensus that human-induced climate change is occurring. Records of temperature and precipitation in the United States show trends consistent with the current state of global-scale understanding and observations of change. Observations also show that climate change is currently impacting the nation's ecosystems and services in significant ways, and those alterations are very likely to accelerate in the future, in some cases dramatically. Current observational capabilities are considered inadequate to fully understand and address the future scope and rate of change in all ecological sectors. Additionally, the complex interactions between change agents such as climate, land use alteration, and species invasion create dynamics that confound simple causal relationships and will severely complicate the development and assessment of mitigation and adaptation strategies.

This book examines 22 countries across four continents, including both developed and developing economies. It provides both a good analytical basis for additional work and solid results for policy debate concerning income distributional effects such as abatement, adaptation, and equity. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. Finally, the book suggests a research agenda for the future. Economists in academia and the public sector, policy analysts and development agencies will find this broad study illuminating.

Nevertheless, the global agricultural production system has to meet the food demands from the growing human population, which is set to exceed 10 billion by 2050. This book discusses the impacts of climate change on agriculture, animal husbandry and rural livelihoods. Further, since agriculture, forestry and other land-use sectors contribute about 10–12 gigatonnes of CO2-equivalent per year, it argues that agricultural policy must dovetail adaptation and mitigation strategies to reduce greenhouse gases emissions. This calls for a reformative and disruptive agricultural strategy like climate-smart agriculture, which can operate at all spatio-temporal scales with few modifications. This book demonstrates that new threats to food security which arise from environmental change require more than simply a focus on agricultural practices – what is needed is an integrated food system approach. The authors point out that the process of adapting food systems to global environmental change is not simply a search for technological solutions to increase agricultural yields. Tradeoffs across multiple scales among food system outcomes are a prevalent feature of globalized food systems.
