Book excerpt: This book studies the evolution of the middle class in Russia after the fall of the Soviet Union. Using data from the RLMS (Russian Longitudinal Monitoring Survey), the volume covers the period of transition (1991-2008) during which many fundamental economic reforms were implemented. The first part of the book is devoted to a discussion of the concept of middle class and a description of the economic situation in Russia during the transition period. Particular attention is given to variations in the distribution of Russian incomes and the estimated importance of the middle class. The second part of the book focuses on the link between the middle class and income bipolarization. The third and last section of the book uses the semiparametric "mixture model" to discover how many different groups may be derived from the income distribution in Russia, as well as what the main socio-economic and demographic characteristics of those groups are. The mobility of households into and out of the middle class during the transition period is also studied in hopes of determining the factors that contribute to such mobility. Using rigorous empirical methods, this volume sheds light on a relatively unstudied economic group and provides insight for countries which are about to enter a transition period. As such, this book will be of great interest to researchers in economics and inequality as well as professionals and practitioners working with international organizations.

Osipian here analyses whether Russia has potential to achieve sustainable economic growth, filling a gap between the continuous presence of volatile economic growth in Russia and the lack of scholarly literature in the field. This book considers Russia's economic transition within the set of early, modern, classical, exogenous, and endogenous theories of economic growth. At the same time, this book considers the phenomenon of sustainable economic growth in the context of the post-Soviet transition. Such a contextualization allows for finding and highlighting certain features and processes within economic transition that were earlier neglected by the scholars, including primarily the possibility of not only recovering after economic and financial crises, but also initiating sustainable economic growth. It identifies the place and role of human capital in economic growth within the market-type post-transitional Russian economy and concludes that human capital accumulation is key for sustainable economic growth. A transformation could hardly be greater, yet judgments vary from failure to substantial achievement. This book clarifies that Russia has actually become a market economy. Anders Aslund provides the most detailed and insightful assessment to date of the Russian transformation from a socialist economy to a market economy. His account covers the period from the formation of the Russian reform government in November 1991 through the autumn of 1994. He discusses the preconditions of economic reform, the formation of a reform program, relations with other former Soviet republics, liberalization, macroeconomic stabilization, and privatization. The final chapter evaluates the transformation. As a longtime specialist on the Soviet economy and an economic adviser to the Russian government during most of this period, Aslund analyzes the original intentions of the government, what they were able to accomplish, and why they fell short. The book's general conclusion is that the greater the speed, consistency, and determination, the more impressive the results. The main threat to the reform process was the resistance from the state enterprise managers, who wanted to enrich themselves at the expense of the state. The reformers could only win if they acted swiftly and firmly. According to Aslund, the Russian transformation has not been too quick, as many maintain, but rather too slow.
