Book excerpt: This working paper is the update of an earlier cross-country study on household income sources using an expanded harmonized dataset. The analysis presented covers a total of 93 surveys representing 41 countries – nearly double that of the previous study – to depict rural and urban households’ livelihood strategies across different levels of economic development. The findings shed light on the relationship between household livelihood activity portfolios and per capita gross domestic product, confirming a picture of multiple livelihood activities across the rural and urban space, at different levels of development. However, we find an emerging divergence between countries from sub-Saharan Africa and those from the rest of the world regarding employment and income generation.

Book excerpt: "The author examines, taking into account the urban-rural divides, the changes and welfare implications of income diversification in Zimbabwe following macroeconomic policy changes and droughts of the early 1990s. Data from two comparable national income, consumption and expenditure surveys in 1990-91 and 1995-96, which straddled a period of economic volatility and natural disasters, show that the percentage of households earning income from private and informal sources grew considerably, while that from government and formal sources declined in the aftermath of the drought and policy changes. The author finds that, in general, rural households tend to have a more diversified portfolio of income compared with their urban counterparts, and the degree of diversification decreases with the level of urbanization. However, there are important differences in the level of diversification within the rural and urban areas depending on wealth: While the relatively better-off households have a more diversified income base in rural areas, it is the poor who pursue multiple income sources in urban areas. A decomposition of changes in welfare indicates that the total contribution of income diversification is large and increased between 1990-91 and 1995-96 in both urban and rural areas. On the other hand, there were significant declines in returns to human and physical capital assets during the same period. The findings suggest that households with a more diversified income base are better able to withstand the unfavorable impacts of the policy and weather shocks. The fact that relatively better-off households have a more diversified income base following the shocks implies that the poor are more vulnerable to economic changes unaccompanied by well-designed safety nets. Book excerpt: This paper empirically investigates the role of off-farm and non-agricultural activities in Myanmar’s rural sector, based primarily on the nationally representative MLCS 2016/17. We find evidence of extensive diversification: rural households are generating about 25 percent of their income on the farm; the remaining income comes from wage labor (34 percent), non-agricultural businesses (27 percent), and about 15 percent from passive sources (remittances and others). More than half of rural households engage in non-farm activities. Despite this large participation, the non-farm sector is informal and has yet to reach its full job-creating potential. Diversification is broad-reaching, and prevalent at all levels of income; however, wealthier households participate more heavily in the non-farm sector. Land constraints, household size, education levels, and gender all appear correlated with households’ propensity to diversify. Since the start of the twin crises, we continue to see significant diversification in rural incomes and all sectors – farm and non-farm – suffering very similar income shocks.

Book excerpt: The Government of Rwanda continues to work to accelerate structural transformation to expand and diversify the country’s economy. High rural population density and small agricultural landholdings are driving workers from agricultural households to seek employment outside of farming. Using representative data on agricultural production and employment for rural households in Rwanda from 2022, this research evaluates the opportunities rural households have to diversify their labor portfolios. We find that, rather than nonfarm household enterprises developing to meet greater rural service and goods demand, agriculture wage labor is the dominant source of off-own-farm employment. However, such informal agricultural wage labor is seen as low-productivity work and is among the lowest paid. Among nonfarm employment options, nonfarm businesses generate less income than nonagricultural wage labor, likely reflecting high barriers to entrepreneurship and low demand for off-farm services in rural areas. In contrast to employment profiles from other low-income countries, we find that the probability of a worker from an agricultural household in Rwanda engaging in rural, off-farm wage labor decreases as household welfare increases. Agricultural households that have workers seeking to hire out their labor tend to have the smallest landholdings, while households that hire in labor have the largest landholdings. Additionally, households with a higher share of members who completed primary education are less likely to hire out their labor, especially for agriculture wage work. These results suggest that programs that offer support services to agricultural households, such as financial services and affordable and relevant education, may be important in incentivizing these households to engage in entrepreneurship and form their own businesses or to seek wage employment in more remunerative sectors than agriculture.

They also provide a new accounting framework for measuring wealth stocks and flows. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Book excerpt: This book makes a compelling case for reintegrating structural issues into agricultural and rural development policies, which have for the last 30 years over-focused on short-term issues. It shows how the liberalization of agriculture in many late developing countries has not in fact led to the development of the vibrant rural non-farm economy so often discussed in the literature. Neither has it led to a large-scale integration of agricultural producers into the global economy. Most producers remain engaged in traditional crops--mainly staples--and in traditional marketing systems characterized by limited contractualization. Yet in spite of these observations the book draws optimistic conclusions: there are a clear set of policy priorities that, if adapted to individual country contexts, can facilitate an enduring and productive rural transformation. The book is based on an in-depth seven-country study that surveyed 8,000 rural households. It specifically focuses on these households' activity and income structures in an evolving agricultural context marked by liberalization and trends of increasing economic integration. In doing so it reviews the very different levels (and trajectories) of rural diversification among countries at various stages in the structural transformation process. Among late developers, such as the countries of sub-Saharan Africa, a common observation is an incipient economic transition that is accompanied by a strong process of demographic transition. Consequently, growing cohorts of new labor market entrants pose a dramatic challenge. This new demographic structure offers a huge opportunity for growth if it can be accommodated, and if not it represents a serious political and economic liability. If overall economic diversification is the major avenue for change, sustainable growth, and job creation, then it is clear that agriculture and the rural economy will have a critical role to play in the coming two decades. Based on its investigation of existing rural realities, the book suggests several policy orientations. These include a clear need to focus on staples and family agriculture, to engage in targeted development strategies at the regional level, and to pursue a policy of "territorial development" that promotes strong rural-urban linkages at the level of rural localities, towns and districts.

Book excerpt: The main trends associated with the economic crisis, neoliberal restructuring, and the growth of rural poverty rates in Latin America include a continued diversification of rural household income-generating strategies, an increase in the number of household members seeking off-farm employment, and the increased participation of rural women as both own-account and wage workers in the agricultural as well as non-agricultural sectors. While methodological problems persist in analysing changes in rural women's work over time, the dominant trend in the region over the past several decades has been towards the feminization of agriculture. The growth in women's agricultural wage employment has been concentrated in the non-traditional agro-export sector favoured under neoliberalism: specifically, in the production and packing of fresh vegetables, fruits and flowers for Northern markets, what now constitutes Latin America's leading agricultural export rubric. In many countries women and children make up half or more of the field labour for these crops, while women constitute the vast majority of the workers in the packing houses geared to the export market. Nonetheless, the characteristics of this employment, principally its temporary, seasonal and precarious nature, have made it difficult to capture quantitatively in national censuses and household surveys. The essay analyses the role of gender-segmented labour markets in increasing the demand for female labour, as well as the significance of women's increased participation in wage labour for female empowerment. There is also evidence, stronger for some countries than others, of a feminization of smallholder production, as growing numbers of rural women become the principal farmers-that is, own-account workers in agriculture. This phenomenon is associated with an increase in the proportion of rural female household heads; male absence from the farm, in turn related to growing male migration and/or employment in off-farm pursuits; and the decreased viability of peasant farming under neoliberalism. There is little question that the principal factor driving these trends is the need for rural households to diversify their livelihoods. The combination of growing land shortage, economic crises and unfavourable policies for domestic agriculture has meant that peasant households can no longer sustain themselves on the basis of agricultural production alone. The response to the crisis of peasant agriculture has been an increase in the number of rural household members pursuing off-farm activities. Whether these are male, female, or include both genders, depends on a myriad of factors, with household composition and the stage of the domestic cycle, and the dynamism and gendered nature of local, regional and international labour markets, being among the most important.
