The country's economic prosperity depends increasingly on the flow of goods and services, people and capital, and information and technology across U.S. borders-both visible and invisible. The challenges the United States faces from an interconnected world have never been more significant. As witnessed during the coronavirus disease 2019 (COVID-19) pandemic, the American public has been affected greatly, and many of these challenges are rooted in previously unforeseen vulnerabilities to the U.S. economy. To ensure its economic security now and in the future, the United States should ensure both continued global economic leadership and security of its key economic advantages. To this end, the United States must continue to lead in trade, technology, information systems, innovation, human capital acquisition (through both education and immigration), and travel. These are all areas in which DHS is uniquely postured to support, facilitate, and promote U.S. economic leadership. This Perspective describes DHS's role in supporting economic security now and into the future. It begins by describing the evolving strategic environment and concludes by examining DHS's critical role in economic security.

However, new characteristics of the modern trade environment have the potential to undermine U.S. economic prosperity. The Department of Homeland Security (DHS) claims that homeland security is inseparable from economic security and, as such, that the department has a role to play in supporting national economic security goals. However, DHS has yet to fully reconcile the tension between its trade enforcement and facilitation missions and clarify its role in supporting national economic competitiveness goals. After identifying and assessing several policy alternatives, this paper concludes that DHS should aggressively leverage its unique border authorities to influence a shift toward a more centralized model of government controls of imports, one informed by economy-wide strategic objectives and reliant upon standard performance measures, shared funding schemes, common information technology infrastructures, and delegated decision making on the admissibility of goods. While challenges remain for DHS across its range of missions, it has made considerable progress. As a result, in its 2013 high-risk update, GAO narrowed the scope of the high-risk area to focus on strengthening and integrating DHS management functions (human capital, acquisition, financial, and information technology). As requested, this statement discusses, among other things, DHS's progress and actions remaining in strengthening and integrating its management functions. This statement is based on GAO's 2015 high-risk update and reports and testimonies from September 2011 through February 2015. Among other things, GAO analyzed DHS strategies and interviewed DHS officials.
