Book excerpt: Soviet scholars have apparently stayed clear of meaningful analysis of such touchy subjects as interdependence and conflict in the relationship between economics and politics. Very little has been published on this issue—no surprise in a system that controls centrally both politics and the economy, with an emphasis on rapid economic development. The absence of meaningful Soviet research led the Federal Institute for East European and International Studies in Cologne to sponsor an international interdisciplinary conference on the subject. Contributions to the resulting book cover three main areas. The first includes the impact of traditional Russian political culture on contemporary Soviet economic thinking and behavior, the rank of economic aims in the priority system of Soviet politics, and the function of economic institutions in the implementation of political aims. The second concerns the role of political lobbies in the economy and repercussions of economic change for Soviet politics. Foreign economic relations and the USSR's foreign policy make up the third area. The concluding discussion reviews the state of international research and identifies areas for future study.

Armed with the knowledge that the protagonists have accepted some of the author's reservations and have reversed their positions on a number of points objectionable to him, the reader will be able to achieve a clear and comprehensive understanding of the subject. Partisanship was never particularly subtle in debates within Marxist or Maoist circles. The virulence of the language in some sections of the book, which have been rendered accurately, with no toning down, provides the reader with an insight into the background of China's continuing intransigence in international policies.

Book excerpt: Yugoslav-American Economic Relations Since World War II provides a comprehensive study of the economic relations between the United States and Yugoslavia over the past four decades. The authors recount how Yugoslavia and the United States, despite great differences in size, wealth, and ideology, overcame early misunderstandings and confrontations to create a generally positive economic relationship based on mutual respect. The Yugoslav experience demonstrated, the authors maintain, that existence outside the bloc was possible, profitable, and nonthreatening to the Soviet Union. The authors describe American official and private support for Yugoslavia's decades-long efforts at economic reform that included the first foreign investment legislation in 1967 and the first introduction of convertible currency in 1990 for any communist country. Also examined are the origins of Yugoslavia's international debt crisis of the early 1980s and the American role in the highly complex multibillion-dollar international effort that helped Yugoslavia surmount that crisis. In the past, U.S. support for the Yugoslav economy was proffered in part, the authors claim, to counter perceived threats from the Soviet Union and its allies. This may have enabled Yugoslavia to avoid some of the hard but necessary economic policy choices; hence, future U.S. support, the book concludes, will likely be tied more closely to the economic and political soundness of Yugoslavia's own actions.
