Book excerpt: Article describes Kyrgyzstans achievements in the stabilization and liberalization of the economy and the majority of progress in this area that occurred in the first half of 1994. One may include Kyrgyzstan in the group of states that have adopted the radical variant of transition to market economics, a group to which the majority of Central European states and the above mentioned Baltic states belong. Kyrgyzstan has become a clear leader in economic transformation in Central Asia. Moreover, the progress in this area has been accompanied by a broad democratization of political life and an open, pro-Western orientation in foreign policy. These economic and political reforms represent the effect of the political course embarked upon in 1991 by the president of the republic, Askar Akayev. Thus far, they have made Kyrgyzstan an oasis of democracy and social peace in a region wracked by powerful ethnic and religious conflicts and whose political and economic regimes are of a significantly less liberal and democratic character and possess strong elements of the post-communist or even neo-communist order.

Book excerpt: Annotation Kyrgyzstan's economic reform program faces more difficulty than those of other countries of the former Soviet Union (FSU). But a reform agenda could lead to significant progress in the medium term. This study examines the country's historic dependence on imports and economic transfers and provides a strategy to speed short-term and medium-term reforms. The strategy would coordinate monetary, fiscal, and trade policies with those of other FSU countries. It would reduce the budget deficit to limit inflation. A plan for increasing hard currency exports outlines free trade agreements that would bolster trade among the countries of the FSU. The study places priority on reforms that promote privatization and suggests which enterprises to privatize quickly. Monetary and fiscal reforms are described for boosting savings and loosening credit. Proposed spending cuts would phase out unproductive enterprises and reduce consumer subsidies while protecting critical social services. The report estimates the financial and technical assistance Kyrgyzstan will need. It suggests a cutoff level for financing so as to stay within the country's capacity for servicing debt.

Book excerpt: Based on a detailed examination of Kyrgyzstan, Johan Engvall goes well beyond the case of this single country to elaborate a broad theory of economic corruption in developing post-Soviet states regionally—as a rational form of investment market for political elites. He reveals how would-be officials invest in offices to obtain access to income streams associated with those offices. Drawing on extensive fieldwork over an eight-year period, Engvall details how these systems work and the major implications this holds for political and economic development in the region. Often identified and criticized simply as obstacles to development by scholars, Engvall instead argues that these systems must be reinterpreted in the context of a standardized and entrenched method of organizing the state. He also shows how private actors have been unsuccessful in buying preferential treatment directly from the state. Instead, public officials have become the predominant conduit to influencing policy process and monitoring the sale of protection, property rights, and other privatized "public" goods.
