Book excerpt: In this study, we attempt to identify the channels through which economic reforms enhanced the productivity growth in total manufacturing sector in India. Because one possible channel is better utilization of plant capacity, we estimate capacity utilization rate in Indian manufacturing. Empirical estimates show that the annual average capacity utilization rate in Indian manufacturing was lower over the post-reform years. However, after the reforms capacity utilization rate grew faster at the all India level as well as for most of the major industrial states. Subsequent regression analysis confirms that there was evidence of a favorable impact of economic reforms on productivity growth in total manufacturing, beyond the positive impact of improved capacity utilization.

Using large firm-level data collected by the Reserve Bank of India, this book examines the impact of reform on productivity and competition for the Indian manufacturing sector in the eighties. Relying on econometric estimates of pre- and post-reform productivity growth, the study finds evidence of significantly higher productivity growth rates after the mid-eighties both at the aggregate and two-digit sector levels. The author seeks corroborating evidence by developing a framework that enables him to simultaneously estimate economies of scale, a measure of optimal labour utilization and the mark-up of price over marginal cost as an indicator of competitiveness. Though he finds evidence of better labour utilization, there is no indication of reduced market power or any significant departure from constant returns to scale in the post-reform period. He concludes that even the limited reforms of the eighties led to productivity gains which were achieved largely through better resource use.

Trade liberalization, expansionary demand, a favorable external environment, and improved agricultural performance did not play a role. We find evidence that the trigger may have been an attitudinal shift by the government in the early 1980s that unlike the reforms of the 1990s, was probusiness rather than promarket in character, favoring the interests of existing businesses rather than new entrants or consumers. A relatively small shift elicited a large productivity response, because India was far away from its income-possibility frontier. Registered manufacturing, which had been built up in previous decades, played an important role in determining which states took advantage of the changed environment.

Book excerpt: Starting in the late 1970s, the Indian authorities implemented a series of reforms aimed at exposing the economy to greater competition and at liberalizing key aspects of economic activity. This paper investigates productivity trends in India's (registered) manufacturing sectors during the 1980s and 1990s. The main findings of the paper are (i) labor and total factor productivity (TFP) growth in total manufacturing and many of the component sectors since 1980 were markedly higher than that in the preceding two decades, although the extent of the acceleration in TFP growth depends critically on the underlying assumptions about factor elasticities and the assumed structure of the production function; (ii) productivity growth for total manufacturing as well as for many subsectors picked up further after the 1991 reforms; and (iii) classification of the best performing sectors and the weakest performing sectors, based on comparative TFP, remains robust to changes in underlying assumptions.

Book excerpt: A stochastic frontier production function model is applied to Indian manufacturing industries, to decompose the sources of total factor productivity growth into technical progress, technical efficiency, scale efficiency, and allocative efficiency. Empirical results based on data from 2000 to 2006 suggest that increased investment needs time to deliver increased productivity and efficiency, because new technology combined with fresh investment requires higher numbers of skilled workers, better managerial practices and an advanced input mix, all of which generally take time to develop. Thus, the Indian economy must boost technical efficiency by providing skilled workers and high quality managers to further economic reform.

Book excerpt: This paper analyses total factor productivity growth in the unorganized manufacturing sector in India using several rounds of the large scale National Sample Survey state-level data for 15 major Indian states for the period 1978-79 to 2000-01. Data Envelopment Analysis is used to compute Malmquist total factor productivity index and its components. The impact of economic reforms on efficiency is examined. Evidence suggests that total factor productivity registered a positive growth during the period in the country as a whole. Most states in the country witnessed higher total factor productivity growth in the post 1990s reform period than in the pre-reform years. Decomposition of the Malmquist productivity index shows that improvement in technical efficiency rather than technical progress had contributed to the observed acceleration in the growth rate. Technological regress was observed which has continued at a decelerated rate in the reforms period. Econometric analysis of the determinants of total factor productivity growth indicates tendency towards convergence in the productivity growth rate across the Indian states.

Book excerpt: This paper answers the puzzling questions that why under the similar set of economic conditions service sector in India grew while manufacturing could not and how economic reforms in 1990s accelerated the productivity growth. The paper provides a very innovative and convincing explanation. Two subtle but important distortion-inefficiency mechanisms, which work through distorting the intermediate input allocation, are identified in the paper. Interaction of policies of quantitative restrictions and inflexible labor laws resulted in lower than optimal materials per worker usage. Combination of high inflation and unavailability of credit exacerbated this factor distortion and lowered the productivity growth further.Using panel data on Indian industries, I find under-utilization of materials compared to labor until recently. This sub-optimal materials per worker usage lowers productivity growth. Productivity estimates are negatively related to labor growth and positively related to materials growth. Real wages and labor productivity are negatively related to materials inflation and this relationship breaks down after the capital market reforms in 1990s. Since these mechanisms work through intermediate inputs, service sector productivity is not affected as adversely. Estimates show that after 1990s firms have started over-substituting materials and capital relative to labor, which can explain the jobless growth in Indian manufacturing.

Book excerpt: In this paper, state-level input and output quantity data constructed from the Annual Survey of Industries, for the period 1986-7 through 1995-6 are analysed, to measure levels of technical efficiency for each state, for each of the sample years using the non-parametric method of Data Envelopment Analysis (DEA). The resulting information is used to examine (i) whether the post-reform years show any improvement in efficiency compared to the years prior to the reforms and (ii) which of the states have shown the most gain in efficiency. We also measure both Tornqvist and Malmquist indexes of multi-factor productivity for each state for individual years treating the preceding year as the base. This permits us to compare the average annual rates of multi-factor productivity growth before and after the reform. Both measures show that, on average, the annual rate of productivity growth has been higher in the post-reform period than in the pre-reform years. However, some states have actually experienced a slowdown in the productivity growth or even productivity decline after the reforms. Decomposition of the Malmquist productivity index shows that improvement in technical efficiency as well as faster rates of technical progress contributed to the observed acceleration in the growth rate. A subsequent regression shows that there is a tendency towards convergence in productivity growth rates across states.
