The results show that Indonesia can virtually end hunger by 2030 with an appropriate mix of investments in agricultural research and development, irrigation expansion and water use efficiency, and rural infrastructure. The report makes key policy recommendations to support government efforts to mobilize these investments, which will also contribute to the country's economic growth.

Funded by the Australian Centre for International Agricultural Research (ACIAR Project No. 9449), the specific objective of the project was to assess the production, consumption, trade, income distributional, regional, environmental, and welfare eff ects in Indonesia of structural and policy changes at home and abroad. Particular attention was to be paid to those structural and policy changes that could aff ect Indonesia's agricultural sector over the next 5-10 years. The implications of national and global economic growth, of regional and multilateral trade liberalisation initiatives, and of Indonesia's ongoing unilateral policy reforms were the initial focus of the study. However, with the onslaught of the financial crisis that began in the latter part of 1997, the project leaders added that issue to the research agenda. Joan Hardjono grew up in Sydney and graduated from Sydney University in the mid-1950s. She majored in English and Geography and like most girls in those years who had managed to complete a tertiary degree, she probably expected to embark on a career as a high school teacher in Australia. But no doubt prompted by the spirit of adventure which she has kept throughout her long career, she decided to go to Indonesia as a volunteer teacher. The scheme which brought young Australian graduates to Indonesia at that time was pioneering; it pre-dated the US Peace Corps and several of the participants went on to distinguished academic careers. On the boat from Australia to Indonesia, she met a young Indonesian called Hardjono, who after participating in the struggle against the Dutch in the late 1940s, gained an engineering degree at the Institute of Technology in Bandung, then as now Indonesia’s leading tertiary institute for the study of engineering and technology. Joan was posted to teach in Semarang, the capital of the province of Central Java, and family legend has it that Hardjono used a borrowed motor cycle to pay her frequent visits, bringing with him Javanese delicacies as gifts. Since the late 1980s, Joan has been busy as a consultant to a number of bilateral and multilateral aid agencies. She has retired as a university teacher, but served for several years as an active member of the advisory board of a Bandung-based research organization, AKATIGA. She has also served since its inception in early 2001 on both the Board of Trustees and the Advisory Board of the Jakarta-based research group, The SMERU Research Institute. The editors are pleased that four chapters in this volume have been contributed by staff of these two institutions. Joan continues to be an active member of the SMERU boards, and in her advisory role, she has always stressed that SMERU should focus on what it does best, namely conducting solid research on the problems of poverty, social protection and unemployment, rather than engaging in policy advocacy. She worked very hard editing the institute’s first international publication, Poverty and Social Protection in Indonesia, which was published by the Institute of Southeast Asian Studies in Singapore in 2011. Joan has often regretted the fact that so few Indonesian social scientists publish internationally, and has assisted a number of scholars over the years to turn their research findings into publishable papers in English-language outlets. Like many Indonesians in her age group, Joan has at times been disappointed that the country’s macroeconomic progress over the last four decades has not yet achieved the elusive goal of a just and prosperous society. To friends, she can be at times very critical of the performance of politicians and senior bureaucrats, both during the Suharto era and subsequently. But she would be the last to deny that some progress has been made. She continues to visit Australia on a regular basis, but Bandung remains her home, and she remains steadfast in her love for, and commitment to, the people of Indonesia.

Book excerpt: Indonesia has managed to combine high rates of growth, rapid reductions in rural poverty and a significant structural transformation of its economy all at the same time without a big increase in urban manufacturing. Agriculture was a critical part of this transformation through two important channels. First, export-oriented agriculture, particularly palm oil and rubber contributed to rising foreign exchange receipts and helped make compatible rapid growth without balance of payments pressure on the macro economy. Second, through the release of workers from low productivity agriculture to more productive nonagricultural activities, structural change contributed between 25 and 50 percent of the rise in national labor productivity depending on the period. The government also played an important role in agricultural development and productivity growth. Public investments in irrigation in combination with subsidies for fertilizer and improved seeds increased agricultural productivity generating an adequate supply of food for domestic needs with less labor.

This is because developing countries have a limited ability to provide policy support which is the factor behind the relatively slower recovery compared to developed countries. Pandemic recovery is proceeding unevenly in each country requiring a different exit strategy, depending on the economic structure, quality of available resources, and governance in making supportive policies. It is very important for all countries to understand the problems facing the world and each country's policy choices for exiting and recovering from a pandemic, not just G20 members. Therefore, Indonesia's presidency at the G20 Summit in 2022 is crucial in overcoming this problem, because the G20 countries with the world's largest economic power must be the prime mover to help developing countries both get out of the pandemic crisis trap and face uncertainty due to various social, economic problems. and politics. The main agenda of the G20 meeting is to encourage cooperation to create an inclusive, strong and sustainable world economic governance. Several agendas that can be agreed on globally such as climate change and green economy, transformation towards digitalization of the economy, global food security and precautionary recovery policies so as not to add to global problems. There must be an understanding from all G20 members that there are problems and solutions that are unique in nature because of the different social, political, economic strengths and challenges in each country. Actually, the concept of green economy is not a new concept. However, recently the world has only recently realized the importance of transforming the global economic approach so that it becomes sustainable. The G20 Forum is a kind of declarator again to encourage the implementation of this concept at the global level. Moreover, G20 countries contribute 80 percent of global carbon emissions and therefore G20 countries must show their seriousness to reduce global carbon by implementing various policies that support carbon reduction efforts. In addition, digital transformation is also a priority agenda in the G20 forum. The Covid-19 pandemic, which has escalated the acceleration of digital transformation, has encouraged the adoption of digital technology by economic actors. During the pandemic, technology has opened up space for online marketplaces and services that are increasingly needed. Even digital businesses run by women entrepreneurs in all developing G20 countries have significantly expanded during the COVID-19 pandemic. The digital-based economy continues to grow and is believed to be one of the drivers of future economic growth despite being faced with various challenges. Even in the issue of world trade, Indonesia needs to voice the importance of reviewing the direction and management of world trade after the Covid-19 pandemic in the G20 forum. The G20 countries need to support a balance between the conventional principles of open trade and the needs of each country to achieve a stronger and more sustainable long-term economic recovery. There are still many other roles for Indonesia in voicing various issues at the G20 forum, so what is Indonesia's other role in promoting an inclusive and collaborative post-pandemic economic recovery for G20 countries and others?
