Book excerpt: The Making of Economic Policy begins by observing that most countries' trade policies are so blatantly contrary to all the prescriptions of the economist that there is no way to understand this discrepancy except by delving into the politics. The same is true for many other dimensions of economic policy. Avinash Dixit looks for an improved understanding of the politics of economic policy-making from a transaction cost perspective. Such costs of planning, implementing, and monitoring an exchange have proved critical to explaining many phenomena in industrial organization. Dixit discusses the variety of similar transaction costs encountered in the political process of making economic policy and how these costs affect the operation of different institutions and policies. Dixit organizes a burgeoning body of research in political economy in this framework. He uses U.S. fiscal policy and the General Agreement on Tariffs and Trade (GATT) as two examples that illustrate the framework, and show how policy often deviates from the economist's ideal of efficiency. The approach reveals, however, that some seemingly inefficient practices are quite creditable attempts to cope with transaction costs such as opportunism and asymmetric information. Book excerpt: Uno, who proposes to study capitalism at three distinct levels of abstraction, insists that there should be a mid-range theory of its developmental stages (dankaïron) between the pure theory of capital, which must be couched in the form of Hegelian dialectic (genriron), and capitalist histories which must be recounted with full empirical detail. In this book he illustrates how he would himself expose that mid-range theory, by summarising the three types of economic policy that the bourgeois state successively adopted: mercantilism, liberalism and imperialism. He moreover indicates that economics can relate and cross-fertilise with other branches of social science, such as law and politics, only at this level of abstraction, thus achieving an adequate theory of the bourgeois state. Nowhere else is Marx’s insight into ‘the state as the epitome of bourgeois society’ more vividly endorsed than in this book. First published in Japanese as Keizai-Seisakuron by Kobundo, Ltd. in 1936. The current work is a translation of the enlarged and revised edition of 1971.

Book excerpt: The attempt to reduce the role of the state in the market through tax cuts, decreases in social spending, deregulation, and privatization—“neoliberalism”—took root in the United States under Ronald Reagan and in Britain under Margaret Thatcher. But why did neoliberal policies gain such prominence in these two countries and not in similarly industrialized Western countries such as France and Germany? In The Politics of Free Markets, a comparative-historical analysis of the development of neoliberal policies in these four countries,Monica Prasad argues that neoliberalism was made possible in the United States and Britain not because the Left in these countries was too weak, but because it was in some respects too strong. At the time of the oil crisis in the 1970s, American and British tax policies were more punitive to business and the wealthy than the tax policies of France and West Germany; American and British industrial policies were more adversarial to business in key domains; and while the British welfare state was the most redistributive of the four, the French welfare state was the least redistributive. Prasad shows that these adversarial structures in the United States and Britain created opportunities for politicians to find and mobilize dissatisfaction with the status quo, while the more progrowth policies of France and West Germany prevented politicians of the Right from anchoring neoliberalism in electoral dissatisfaction.

It is therefore important to provide information on the use of policy instruments in other countries. Policies are currently developing quite fast and thus a book such as this one can inevitably not capture more than a "snapshot" view at a single moment of time. We would hope that the book encourages more experimentation with economic instruments and that countries will make a fuller use of the whole arsenal of economic policy instruments. If the book does succeed in this sense then it will soon become dated as policies change -but that would be a price well worth paying! The book combines a dozen country monographs together with a few international surveys on particular topics (gasoline pricing, vehicle regulations, acid rain, deforestation and global warming). These papers are intended to illustrate the diversity of policy options available. The actual policies adopted depend on economic as well as ecological conditions. The country studies cover two "Western" countries and then concentrate on formerly planned and developing countries. They show that economic instruments are still generally thought of as new and innovative.
