Available in PDF, EPUB and Kindle. Book excerpt: Morocco, a North African country with a population of about 23 million, has had a dualistic agriculture sector during most of the 20th century. One subsector is comprised of many small subsistence farms that grow chiefly wheat and barley; the other subsector is made up of large irrigated holdings that produce fruits and vegetables for export. Like many of the other developing countries examined in this comparative studies project, Morocco concentrated on building its industrial capabilities in the years following independence in 1956. That meant that consumers generally benefitted from government intervention in agricultural prices and that farm producers in general suffered the penalty of lower prices for their products. The subsistence subsector, however, was penalized more heavily by intervention than the export subsector. By 1973, at the time of the first oil shock, Morocco's coastal cities and new industries were continuing to grow, and there was an ongoing shift of population from rural areas to the cities. A steep rate of inflation, accompanied by political turmoil, then made it more necessary than ever for the government to intervene to keep consumer prices as low as possible. Morocco was able to subsidize consumer prices relatively painlessly at that time because of rising revenues from its exports of phosphates. (The country has about three-fourths of the world's phosphate reserves.) The year 1973 also marked the appearance of a more positive attitude toward agricultural producers. While the farm sector's output prices continued to be penalized by an overvalued exchange rate, some effort was made to counterbalance the exchange rate's ill effects through direct intervention. High world prices for most commodities, including farm products, had made food self-sufficiency a more appealing goal. In the early 1980s, as the world suffered recession, Morocco's export revenues declined. Subsidization of consumer food prices then became more difficult for the government. Although an initial attempt in 1981 to limit consumer subsidies by raising food prices resulted in serious riots, the country's food prices were gradually brought into line with market realities. Morocco's farms saw their prices improve further during the first half of the 1980s, and by 1984 the overall farm price penalty caused by the overvalued exchange rate had fallen to 8 percent, the lowest figure for the entire 1960-84 period. This study also reports on the effects of government intervention in agricultural prices on such important variables as farm production, food consumption, and exchange rate earnings.

Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?

Chapter Three reports on the emerging challenges facing the Moroccan agricultural sector. Chapter Four describes some essential aspects marking the quantitative evolution of the Moroccan education system and presents the evolution of the main educational indicators. Book excerpt: Rapid population growth, poorly planned urbanization, and evolving agricultural production and distribution practices are changing foodways in African cities and creating challenges: Africans are increasingly facing hunger, undernutrition, and malnutrition. Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.
