Book excerpt: "The substantial literature investigating the links between trade, trade policy, and labor market outcomes-both returns to labor and employment-has generated a number of stylized facts, but many open questions remain. This paper surveys the subset of the literature focusing on trade policy and integration into the world economy. Although in the longer run trade opportunities can have a major impact in creating more productive and higher paying jobs, this literature tends to take employment as given. A common finding is that much of the shorter run impacts of trade and reforms involve reallocation of labor or wage impacts within sectors. This reflects a pattern of expansion of more productive firms-especially export-oriented or suppliers to exporters-and contraction and adjustment of less productive enterprises in sectors that become subject to greater import competition. Wage responses to trade and trade reforms are generally greater than employment impacts, but trade can only explain a small fraction of the general increase in wage inequality observed in both industrial and developing countries in recent decades. A feature of the literature survey is that the focus is almost exclusively on industries producing goods. Given the importance of service industries as a source of employment and determinants of competitiveness, the paper argues that one priority area for future research is to study the employment effects of services trade and investment reforms. Starting in 1980, liberalization in Latin America was expected to improve market functioning, efficiency, and welfare. Instead, it yielded slower growth, unexpectedly high levels of unemployment and income inequality, flat or falling wages, an increase in non-tradeable (service sector) and informal activity, and, finally, waves of emigration from Mexico, Central America, and Ecuador, among other countries. This book provides a heterodox narrative explanation of why the orthodox economic model that underwrote the standard ‘trickle-down’ account served more to obscure and obfuscate than to explain and clarify the state-of-affairs. The book investigates the impact of the global-scale liberalizations of markets for goods and physical and finance capital and the mere national-scale liberalization of regional labor markets, arguing that these asymmetric liberalizations, together, resulted in labor market failure and contributed in turn to the subsequent, undocumented migrant flow. The ultimate effect of the skewed scale of market liberalizations in Latin America disproportionately benefited capital at the expense of labor. Book excerpt: This paper examines the effect of trade reform on wages and unemployment in a two-sector, three-good economy in which labor is imperfectly mobile across sectors. Wages in the export sector are set so as to minimize turnover costs. The analysis shows that a reduction in tariffs, coupled with an adjustment in lump-sum taxes to equilibrate the government budget, lowers wages in all production sectors in the short and the medium run but has an ambiguous effect on unemployment. Although employment and production of exportables expand in the medium run, the unemployment rate may rise or fall depending on whether the elasticity of wages in the export sector with respect to wages in the nontraded goods sector is lower or greater than unity. Potentially adverse effects may be mitigated in the long run, however, as a result of induced shifts in the structure of production activities.

Philip Rathgeb’s study of labor market policy change in three somewhat-similar small states—Austria, Denmark, and Sweden—explores this fundamental question. He does so by examining the distribution of power between trade unions and political parties, attempting to bridge these two lines of research—trade unions and party politics—that, with few exceptions, have advanced without a mutual exchange. Inclusive trade unions have high political stakes in the protection of outsiders, because they incorporate workers at risk of unemployment into their representational outlook. Yet, the impact of union preferences has declined over time, with a shift in the balance of class power from labor to capital across the Western world. National governments have accordingly prioritized flexibility for employers over the social protection of outsiders. As a result, organized labor can only protect outsiders when governments are reliant on union consent for successful consensus mobilization. When governments have a united majority of seats, on the other hand, they are strong enough to exclude unions. Strong Governments, Precarious Workers calls into question the electoral responsiveness of national governments—and thus political parties—to the social needs of an increasingly numerous group of precarious workers. In the end, Rathgeb concludes that the weaker the government, the stronger the capacity of organized labor to enhance the social protection of precarious workers.

Book excerpt: The failure of states to liberalize labor as part of the multilateral trade liberalization project stands in stark contradiction to the liberalization of other fundamental economic inputs, thus undermining the vision for a globalized world. The disjuncture and disequilibrium between international trade law and domestic immigration law foster illegal movement across borders and result in the vulnerability of human would-be mobile labor providers to trafficking and other forms of exploitation. As a result, the transnational labor market is characterized by the illegality and temporariness that is assigned by states to mobile and would-be mobile human providers of labor. Yet, the globalized transnational economy demands and stimulates the movement of labor from one domestic economy to another. Domestic social contracts, to the extent that they exist, are subject to the pressures of transnational economic forces that have altered, fundamentally, the existing contracts between, for example, labor and capital. Concepts of distributive justice require democratization of access to the benefits of trade liberalization. To the extent that individual nation-states' domestic laws demand that labor be rendered immobile and/or that mobile human labor providers be punished for transgressing the laws created to ensure their immobility, labor is denied full access to the benefits of trade liberalization. To create a rights-protective equilibrium in the transnational labor market, I contend that the economic nature of humans -- our economic roles in the global economic system -- must be more fully recognized. That recognition will require that human labor providers must have the right to easily enter and exit individual domestic labor markets in response to economic stimuli. I propose that the path to the framing, implementation, and enforcement of a global social contract that protects labor is to liberalize labor from some of the nation-state constraints to which the transborder labor market is subject.

Book excerpt: The analysis in this report confirms the findings of previous studies that trade liberalization improves aggregate welfare and is in the long run associated with higher employment and wages. The analysis addresses a major gap in the literature, which has heretofore provided limited evidence about the trade-related adjustment costs faced by workers in developing countries and how they are affected by mobility costs. Labor market frictions reduce the potential gains from trade reform. For a tariff reduction in a given sector, the resulting change in relative prices raises real wages in some sectors and reduces them in the liberalized sector. The emerging wage gaps lead to labor reallocation. But workers typically incur costs to change jobs; the higher the mobility costs, the slower the transition to the new labor market steady state. Workers’ sticky feet result in foregone welfare gains from trade. This report presents an estimation strategy for capturing mobility costs when only net flows of workers between industries are observed, generating cross-country estimates for 47 developed and developing countries. The basic analytical approach is then refined to take advantage of micro-level data on worker transitions and wages when gross flows can be observed to derive mobility cost estimates that account for sector and formality status. These cost estimates are used to model the dynamic paths of labor reallocation between sectors and in and out of the labor force, the associated wage paths, and the resulting labor adjustment costs. The main findings of the report are that: labor mobility costs in developing countries are high; foregone trade gains due to frictions in labor mobility can also be substantial; workers bear the brunt of adjustment costs; mobility costs and labor market adjustments to trade-related shocks vary by industry, firm type, and worker type; entry costs are significantly higher for formal than for informal employment; trade reforms increase economy-wide wages and employment; and workers displaced by plant closings are likely to face relatively long adjustment periods. The findings provide insights that could be helpful to policymakers hoping to mitigate negative short-term consequences of trade liberalization and facilitate labor adjustment.
