While in the European Union’s (EU) Mediterranean countries inequality is mostly linked to the social sphere and, in particular refers to labour market dynamics, in the Middle East and Northern Africa (MENA) area, the situation is more complicated as the social and private spheres are blended and cultural and religious factors have a great impact on women autonomy and opportunities beyond the family perimeter. The different challenges women are facing on the two sides of the Mediterranean have sometimes originated incomprehension and misperceptions. Western-supported policies devoted to fill the gap between men and women in the MENA area have overlooked countries’ peculiarities simply exporting models tailored for EU’s member states. The EU’s attempts to strengthen relations with the Mediterranean countries on a multilevel basis have not rescued women from marginalisation. Nevertheless, during the 2011 awakening, women played an important role in activating civil society. They are still considered as a key part of the fight against terrorism and radicalisation, although in some countries their condition has worsened after secular regimes have been downturned. The number of migrant women has increased and, not differently from men, they are looking for opportunities and better conditions of life while Western media tend to present them in a stereotyped way either as traumatized victim and/or as caring mother. There are other misleading common places, which need to be better conceptualised and understood, such as the alleged incompatibility between Islam and women rights. Unfortunately, women’s rights are still under attack even in European countries where they are considered consolidated. The chapters in this book were originally published in a special issue of the Journal of the Balkans and Near Eastern Studies.

Book excerpt: In non-democratic regimes around the world, non-state organizations provide millions of citizens with medical care, schooling, childrearing, and other critical social services. Why would any authoritarian countenance this type of activism? Under what conditions does the private provision of social services generate political mobilization? And in those cases, what linkage does the provision of social services forge between the provider and recipient? In Winning Hearts and Votes, Steven Brooke argues that authoritarians often seek to manage moments of economic crisis by offloading social welfare responsibilities to non-state providers. But providers who serve poorer citizens, motivated by either charity of clientelism, will be constrained in their ability to mobilize voters because the poor depend on the state for many different goods. Organizations that serve paying customers, in contrast, may produce high quality, consistent, and effective services. This type of provision generates powerful, reputation-based linkages with a middle-class constituency more likely to support the provider on election day. Brooke backs up his novel argument with an in-depth examination of the Egyptian Muslim Brotherhood, the archetypal organization that combines social service provision with electoral success. With a fascinating array of historical, qualitative, spatial, and experimental data he traces the Brotherhood’s provision of medical services from its origins in the 1970s, through its maturation under the authoritarian regime of Hosni Mubarak, to its apogee during the country’s brief democratic interlude, 2011–2013. In addition to generating new insights into authoritarian regimes, party-voter linkages and clientelism, and the relationship between political parties and social movements, Winning Hearts and Votes details the history, operations, and political effects of the Muslim Brotherhood’s much discussed but little understood social service network.

Book excerpt: The events taking place in several of South Mediterranean countries since December 2010 show that multiple deprivations may be powerful drivers of political instability. Though improvements of the living conditions have been regularly principal demands along with civil and political liberties in the demonstrations, one of the main striking facts about this so-called “Arab Spring” is that poverty had not been given the same emphasis in southern Mediterranean countries during the last decades as in other areas of the developing and emerging world. Although the growing recognition that poverty is a multidimensional concept, studies of poverty in South Mediterranean countries have often been dominated by a monetary approach. However, there is a growing evidence that it is suitable to go beyond the money-metric measures of poverty and to supplement its results with other approaches that adopt a broader definition of well- being. Though poverty is only one of many causes of this “Arab Spring,” we argue that it is a key feature to understand these historic events and that it is necessary to draw a detailed picture of poverty and social exclusion for each one of these countries. Moreover, if the Union for the Mediterranean succeeds in fostering economic cooperation within the Mediterranean area, the focus on the population’s well-being of its southern members will deserve scrutiny in the next few years to understand the forces that will drive the Euro-Mediterranean relationships, in particular for migration issues. This book brings together recent advances on the measurement of poverty with empirical applications on South-Mediterranean countries. It introduces new tools for analyzing poverty and shows that the linkages between income and well-being are not straightforward and hinge on many determinants. It shows that the efficiency of poverty reducing policies should also be assessed on the basis of the satisfaction of non-income needs like health, education or participation in social life.

The book offers a qualitative comparison of the informal mechanisms of social control in three barrios of Caracas. This comprehensive analysis can help explain high homicide rates, while socio-economic conditions improved due to substantial oil windfalls in the twenty-first century. The author describes why informal social control was not effective in some barrios, and points to the role of some organizational arrangements in increasing the incentives to use violence, even under improving socio-economic conditions. The analysis addresses a gap in the literature on violence, which mainly posits high violence rates after economic downturns. Specifically, it investigates social capital's moderating effect between Caracas' political and economic structures and high violence rates. This book concludes that perverse social capital found in the barrios of Caracas helps explain high violence rates while socio-economic indicators improved until the early 2010s. Based on primary sources, including in-depth interviews and updated party statutes and bylaws, the author introduces four case studies of key Islamist and anti-Islamist parties, exploring their organisational standing, internal working, and legitimating assets. By dwelling into a topic long neglected, the author provides insight into the "hybrid" nature of political parties in the Maghreb, oscillating between juxtaposed traditional and modern discourses and ambivalent sources of political authority. As such, it is hybridisation that shapes parties’ organisational choices and development and accounts for differences within parties. In the wake of political liberalisation, the author argues that political parties have become increasingly distant from society, distrusted by a large part of the citizenry. Ultimately, the Tunisian and Moroccan cases invite reflection on similar phenomena taking place within the Middle East and North Africa region, and even outside of it. In Syria, state-business involvement through informal networks has contributed to an erratic economy. With unique access to private businessmen and select state officials during a critical period of transition, this book examines Syria's political economy from 1970 to 2005 to explain the nation's pattern of state intervention and prolonged economic stagnation. As state income from oil sales and aid declined, collusion was a bid for political security by an embattled regime. To achieve a modicum of economic growth, the Syrian regime would develop ties with select members of the business community, reserving the right to reverse their inclusion in the future. Haddad ultimately reveals that this practice paved the way for forms of economic agency that maintained the security of the regime but diminished the development potential of the state and the private sector.

This book argues that the dominant, mainstream approach to the study of aid and aid effectiveness is theoretically and empirically inadequate for a comprehensive understanding and analysis of the workings of aid in developing countries, particularly those undergoing conflict. This book examines the nature of donor operations in Palestine, highlighting the political and ideological determinants of aid allocation and effectiveness, and focussing on the role of trade-related donor assistance in Palestine, more commonly known as Aid for Trade. It discusses how such trade-related assistance is only another instance of donors working ‘around’ the conflict, as opposed to taking it into account; and how aid to Palestine cannot bring about significant improvement as long as the Palestinian economy is fundamentally affected by Israeli occupation, settlements and blockade. It argues that unless restructured and more carefully targeted, aid can only act as a temporary relief mechanism. Furthermore, the book sheds light on critical areas within Palestinian territories that are in need of development and require significant and immediate attention at both national and international level.
