The paper first argues that in spite of some important cultural, political and institutional differences, there are indeed some similarities between Eastern European and Latin American economic problems. The discussion concentrates on four specific areas: (1) monetary overhang and repressed inflation; (2) fiscal imbalances and inflationary pressures; (3) deindexation and inflationary inertia; and (4) the use of the exchange rate as a nominal anchor. It is argued that in Chile the reliance on a price jump to solve the money overhang problem of 1973 created high inflationary expectations, increasing the degree of inertia of inflation. It is also pointed out that the Latin American experience tells a serious cautionary tale regarding the use of nominal exchange rate anchors. More often than not these types of policies have resulted in overvaluation, losses in international competitiveness and eventual external sector crises. A comparison of the Chilean and Mexican stabilization programs suggest that the use of exchange rate anchors will be more effective (and more credible) if the fixing of the exchange rate is accompanied by other policies geared at breaking inertia. Among these policies the most important one is the abandonment of wage rate indexation practices.

Book excerpt: Contrary to dominant narratives which portray East European politics as a pendulum swing between democracy and authoritarianism, conventionally defined in terms of an ahistorical cultural geography of East vs. West, this book analyzes post-socialist transformation as part of the long downturn of the post-WWII global capitalist cycle. Based on an empirical comparison of two countries with significantly different political regimes throughout the period, Hungary and Romania, this study shows how different constellations of successive late socialist and post-socialist regimes have managed internal and external class relations throughout the same global crisis process, from very similar positions of semi-peripheral, post-socialist systemic integration. Within this context, the book follows the role of social movements since the 1970s, paying attention both to the level of differences between local integration regimes and to the level of structural similarities of global integration. The analysis maintains a special focus on movements’ class composition and inter-class relationships and the specific position of middle-class politics in movements.

Why has neoliberalism remained so resilient? What is the relationship between this resiliency and the backsliding of Western democracy? Can democracy survive an increasingly authoritarian neoliberal capitalism? Neoliberal Resilience answers these questions by bringing the developing world’s recent history to the forefront of our thinking about democratic capitalism’s future. Looking at four decades of change in four countries once considered to be leading examples of effective neoliberal policy in Latin America and Eastern Europe—Argentina, Chile, Estonia, and Poland—Aldo Madariaga examines the domestic actors and institutions responsible for defending neoliberalism. Delving into neoliberalism’s political power, Madariaga demonstrates that it is strongest in countries where traditional democratic principles have been slowly and purposefully weakened. He identifies three mechanisms through which coalitions of political, institutional, and financial forces have propagated neoliberalism’s success: the privatization of state companies to create a supporting business class, the use of political institutions to block the representation of alternatives in congress, and the constitutionalization of key economic policies to shield them from partisan influence. Madariaga reflects on today’s most pressing issues, including the influence of increasing austerity measures and the rise of populism. A comparative exploration of political economics at the peripheries of global capitalism, Neoliberal Resilience investigates the tensions between neoliberalism’s longevity and democracy’s gradual decline.
