One of the many areas where this is reflected is in the use of historic tax credits in the Commonwealth. As of FY 2012, the most recent year for which such data are available, Virginia ranks third in the nation in total dollar volume of estimated qualified rehabilitation expenditures at project completion, behind only Massachusetts and Missouri. Preservation Virginia retained the VCU Center for Urban and Regional Development to conduct an analysis of the economic impacts of historic rehabilitation, financed in part through the Virginia Historic Rehabilitation Tax Credit Program and the Federal Historic Tax Credit Program, from 1997 to 2013. This analysis builds upon reports and updates completed by VCU for the Virginia Department of Historic Resources in 2007, 2010 and 2012. Like those earlier reports, this study documents the significant economic returns that Virginia realizes from preserving and re-using historic properties. Similarly, a study published in 2012 by Virginia’s Joint Legislative Audit and Review Commission concluded that unlike some tax preference programs that do not achieve their stated goals, Virginia’s Historic Rehabilitation Tax Credit Program effectively achieves the goal of promoting the rehabilitation of historic structures. Although this report is able to document only the easily quantifiable returns of economic activity and tax revenues, historic preservation brings many additional benefits to society. These include aesthetic and psychological benefits that help citizens understand their heritage and which improve the attractiveness of places to residents, businesses and tourists. Ultimately, these impacts strengthen the economy and augment the tax base as well. Tax credit usage in Virginia has occurred more often in urban areas, such as Richmond, Hampton Roads, Northern Virginia and Roanoke, than in rural areas. This is understandable, since urban areas have more buildings, as well as a larger percentage of the stock of historic buildings. However, tax credit-financed projects have been completed in most communities throughout the Commonwealth, reflecting both the utility and perhaps the future expansion potential of this program. (See Map ES 1, below.) From 2000 (when the Virginia Historic Tax Credit was raised to 25% of qualified rehabilitation expenditures) through 2011 (the most recent year for which all Virginia tax credit projects have been completed and certified), an average of 174 projects have been certified each year. The number of rehabilitation projects increased steadily from 1997 to 2005, when it reached its peak of 235 projects certified per year. The Great Recession of 2008-09, which had a very significant effect on the construction industry overall, caused a moderate decline in historic rehabilitation activity.

Book excerpt: The complex relationship between heritage places and people, in the broadest sense, can be considered dialogic, a communicative act that has implications for both sides of the ‘conversation’. This is the starting point for Heritage and Tourism . However, the ‘dialogue’ between visitors and heritage sites is complex. ‘Visitors’ have, for many decades, become synonymous with ‘tourists’ and the tourism industry and so the dialogic relationship between heritage place and tourists has produced a powerful critique of this often contested relationship. Further, at the heart of the dialogic relationship between heritage places and people is the individual experience of heritage where generalities give way to particularities of geography, place and culture, where anxieties about the past and the future mark heritage places as sites of contestation, sites of silences, sites rendered political and ideological, sites powerfully intertwined with representation, sites of the imaginary and the imagined. Under the aegis of the term ‘dialogues’ the heritage/tourism interaction is reconsidered in ways that encourage reflection about the various communicative acts between heritage places and their visitors and the ways these are currently theorized, so as to either step beyond – where possible – the ontological distinctions between heritage places and tourists or to re-imagine the dialogue or both. Heritage and Tourism is thus an important contribution to understanding the complex relationship between heritage and tourism.

It examines the hegemonic power of heritage tourism and its consequences, the spectre of nationalism and colonialism in heritage-making, particularly for minorities and indigenous peoples, and the paradox of heritage tourism's role in combating these issues. Drawing from global cases, the study addresses a range of approaches and challenges of empowerment within the context of heritage tourism, including cultural landscapes, intangible heritage and eco-museums. The research argues that heritage tourism has the potential to develop as a form of co-production. Book excerpt: The conservation of cultural heritage requires the involvement of multiple actors from across the public, private, and nongovernmental, or third, sectors, not only to initiate and carry out conservation but also to sustain heritage places. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

The advocacy battles during the last few decades provide a number of short stories of the ethical battles regarding below-ground and above ground historic resources, and the eighth chapter attempts to explain why religion has been long held at arm’s length in publicly-supported preservation efforts, when in fact, it holds more potential to regenerate existing sites than any governmental program.
