Book excerpt: In 1985, the U.S. aerospace industry achieved a $13.1 billion trade surplus and contributed $89.2 billion in shipments to the U.S. economy. Without·aerospace, the U.S. trade balance in high technology industries would--for the first time--have fallen into a deficit. Civil aircraft play a significant role in the U.S. aerospace industry, and U.S. civil aircraft have dominated world markets (particularly the large transport segment) since the development of jet engine aircraft in the 1950s. This dominance has recently been challenged by the emergence of the European Airbus Industrie, which has achieved a significant market position in wide-body aircraft and appears committed to the development of a diversified family of civil aircraft. Industry observers are also concerned about the possibility of Japan entering the large transport competition. In this assessment, the U.S. Department of Commerce examines the prospects for continued international competitiveness of U.S. civil aircraft. The report identifies key factors that will determine the shape of future competition, develops alternative scenarios for the future, and presents-a framework within which developments can be monitored and measured.

Focusing on the direct loan program for large credits with maturities of more than five years, the authors evaluate the broad criteria employed by the Bank in its decision-making process and the resulting allocation of Bank resources. They also examine the distribution of Bank loans and subsidies across industries and relate this to key industry characteristics such as comparative advantage and export dependence. The problems faced by the Eximbank in recent years—high borrowing costs, intensified export credit competition, limited resources, increased risks, conflicting mandates to be competitive yet self-sustaining -—have given tremendous importance to the careful articulation of policy and administration of programs. The authors find Bank policies to be broadly supportive of the U.S. trade policy goals, but also identify several areas of inconsistency and lack of definition and offer alternative means of specifying criteria to overcome these problems.

The analysis is based on extensive interviews with Eximbank officials and on numerous internal documents in addition to published materials. This book is composed of 11 chapters that reflect the three perspectives on Eximbank's performance. First, an analysis of the need for such financing is presented in conjunction with an assessment of the competitiveness of U.S. programs compared with those provided by other nations. Second, Eximbank performance is evaluated in terms of the cost of its programs, their potential welfare impacts, and the likely impact on U.S. exports. Third, an evaluation is provided of the Eximbank's decision making and its methodology for evaluating the impact of its direct credit program. Recommendations are made concerning U.S. export financing objectives, strategies for achieving those objectives, and Eximbank administrative procedures. This work also provides an economic analysis of Eximbank financing and includes a case study of Eximbank decision making in the granting of a $200 million aircraft credit to Ansett Airlines of Australia. This book will prove useful to those who are interested in international trade and finance, as well as those concerned more broadly with government intervention in markets.
