Book excerpt: Ghana is undoubtedly regarded as one of the leading lights in Africa in terms of strong growth performance since the wind of economic reforms blew across Africa in the 1980s.The challenge has, however, been the effect of this remarkable growth story on the creation of sufficient jobs for the increasing working age population. This paper uses arithmetic computation and econometric estimation to measure and assess the employment effect of the level and sources of growth on the employment generation. It further shows the role of education in the job creation debate. The empirical analysis indicates significantly moderate effects of economic growth on employment generation and the extent of employment response to growth has continued to decline since the beginning of the new millennium. The analysis also shows that economic growth impelled largely by higher growth of agriculture and manufacturing relative to other sectors is improving job creation impact. On the supply-side, improved education of the workforce above the basic level has significantly increasing the employment-generating effect. The paper recommends a change in policy direction from a high obsession with growth without paying attention to the source of the growth. Thus, for growth to sufficiently impact job creation requires a policy shift towards employment-focussed growth through high productive agriculture and manufacturing. Ghana can also leverage the strong growth performance of the extractive, finance and telecommunication sectors by channelling the returns from these sectors into infrastructure development to support the growth of agriculture and manufacturing.

Book excerpt: Several Sub-Saharan African nations have experienced increased economic growth and political stability in recent years compared with the stagnation and turmoil of previous decades. Ghana is one of the biggest success stories of the region; the nation has enjoyed an annual average of five percent economic growth for the past 20 years and will probably be the first Sub-Saharan African country to achieve the Millennium Development Goal of cutting poverty in half by 2015.This study examines how Ghana can build on its achievements and possibly serve as a model for other African countries. By drawing on existing literature and applying a highly disaggregated dynamic general equilibrium model to Ghana's experiences, the authors identify certain necessary factors for further economic development in the country. These requirements include continued political stability, growth in manufacturing, improved domestic services such as transportation, and agricultural development that goes beyond past reliance on cash crops such as cocoa to include major staples and livestock. This kind of broad-based growth will benefit the entire economy, thereby reducing poverty. The authors' analysis provides an economic development strategy for Ghana, and possibly other countries in the region, to policymakers, development specialists, and others concerned with Sub-Saharan Africa.

Book excerpt: The main purpose of this study is to examine the nexus between energy consumption disaggregated into Petroleum and Electricity Consumption and Economic Growth in Ghana in a cointegrated VAR framework. The Johansen test of cointegration indicates that there is no long run relationship between electricity consumption and economic growth. On the other hand, the Johansen test of cointegration indicates that there is a positive long run relationship between petroleum consumption and economic growth. Since there was no existence of long run relationship between electricity consumption and economic growth, the variables were first differenced, and the causality test conducted in a VAR framework. The results of the Granger causality based on the VAR revealed that there is a unidirectional causality from economic growth to electricity consumption in Ghana. The granger causality based on the Vector Error Correction Model (VECM) revealed that there is a unidirectional causality running from petroleum consumption to economic growth in both the short and long run. The impulse response function shows that economic growth responds positively to shocks in petroleum consumption whiles electricity consumption responds positively to a shock in economic growth. It is recommended that appropriate electricity conservation measures should be developed and intensified since this will not retard growth in the economy. Also, petroleum consumption seems to be an important principal factor in short run as well as in the long run for the Ghanaian economy, policies should therefore be targeted at making constant and available petroleum products so that the Ghanaian economy can grow positively.

Book excerpt: Agricultural interventions are designed on certain assumptions of empowerment that do not necessarily address the livelihood constraints of the rural women they set out to support. This is a failing that might be due to the omission of women’s voices expressing their understanding of empowerment and its relation to existing gender orders. Using primary data from the Upper East and Northern Regions in Ghana, we explored women and men’s notions of the processes and outcomes of empowerment. We began by understanding the basis of women’s disempowerment and confirmed its location within agricultural production relations that granted women limited access to resources. Respondents recognised all the main dimensions of power: within, with, to and over. The restrictions of women’s empowerment to the provisioning role on condition that it did not usurp male power over women limited intervention’s ability to provide true empowerment for women. But signs of increasing transfer of women’s power within into group action and male acceptance of women’s expanding spheres of influence indicate that some grounds for true transformation in the future exists.

The Government is particularly concerned with: (i) unemployment among the youth (6.1 percent in 2005 for 15-24 years old), which has been attributable to the rapid population growth rate of the youth, the rapid urbanization rate, the quality of labor supply, and low labor absorption rate of the economy; and (ii) the external efficiency of the education training system and its ability to supply the skills demanded by a diversified and competitive economy. Moreover, other related concerns include: channeling economic growth toward creating jobs, including 'good jobs'; better understanding the functioning of the informal sector; explaining the mismatch between skills development and jobs; improving labor market indicators; monitoring and evaluating employment programs' outcomes; reviewing the role of labor market regulations in job creation; and reforming technical vocational education and training (TVET) systems. The key objective of Ghana's development policy is to accelerate economic growth and put the creation of new and better jobs at the center of the Government agenda. In this context, and complementing the recent Country Economic Memorandum (CEM) and earlier Bank's work on youth employment, this report addresses labor market challenges that Ghana is facing, particularly as it strives for middle income status by 2015. This report: (a) briefly reviews the determinants of labor demand; (b) analyzes labor market outcomes based on recent survey data; (c) reviews the role of labor policies, institutions and programs; and (d) examines education and skills development policies and their links to labor market outcomes.

Book excerpt: This paper suggests the concept of care extractivism as a space- and time-diagnostic tool to international political economics in post-fordist societies. Analogous to resource extractivism, care extractivism depicts the intensified commodification of social reproduction and care work along social hierarchies of gender, class, race and North-South as a strategy to cope with a crisis of social reproduction. Extractivist policies result in the creation of a cheap reproductive labour force. The paper analyses the current national and transnational reconfiguration of social and biological reproduction in Germany / Western Europe interacting with Eastern Europe and Asia. Currently, the most striking features of care extractivism are a) professionalisation for efficiency increase, b) transnationalisation based on import of care workers, and c) transnationalisation of biological reproduction based on reproductive technologies. The contradiction between the rationale of care and the neoliberal capitalist market logic results in frequent care struggles such as the protests of hospital nurses against the depletion of care resources. The politisation of care by the protesting care workers asks for giving preference to the care economy as a common good over care as a commodity.

However, Ghana is now facing major challenges in diversifying its economy, sustaining growth, and making it more inclusive. Most of the new jobs that have been created in the past decade have been in low-earning, low-productivity trade services. Macroeconomic instability, limited diversification and growing inequities in Ghana's labor markets make it harder for the economy to create more jobs, and particularly, better jobs. Employment needs to expand in both urban areas, which will continue to grow rapidly, and rural areas, where poverty is still concentrated. The current fiscal and economic crisis is heightening the need for urgent reforms but limiting the room for maneuver and increasing pressure for a careful prioritization of policy actions. Going forward, Ghana will need to consider an integrated jobs strategy that addresses barriers to the business climate, deficiencies in skills, lack of competitiveness of job-creating sectors, problems with labor mobility, and the need for comprehensive labor market regulation. Ghana needs to diversify its economy through gains in productivity in sectors like agribusiness, transport, construction, energy, and information and communications technology (ICT) services. Productivity needs to be increased also in agriculture, in order to increase the earnings potential for the many poor who still work there. In particular, Ghana's youth and women need help in connecting to these jobs, through relevant skills development and services that target gaps in information about job opportunities. Even with significant effort, most of Ghana's population will continue to work in jobs characterized by low and fluctuating earnings for the foreseeable future, however, and they will need social safety nets that help them manage vulnerability to income shortfalls. More productive and inclusive jobs will help Ghana move to a second phase of structural transformation and develop into a modern middle-income economy.
