Book excerpt: This study examines the prospective economic effects of a reduction below the current baseline in defense outlays of $100 billion per year over 10 years. Several recent studies have attempted to esti- mate the supposedly adverse economic and employment effects of reductions in government spending generally, and defense outlays in particular. Such studies have tended to exaggerate the harmful effects of spending cuts and have ignored or understated the beneficial effects associated with redirecting resources to more productive uses. These potential savings in real resources are sufficiently large to justify a detailed analysis of U.S. national security needs and the outlays required to defend them.

The media has concentrated on the so-called peace dividend. However, as soon as the federal government is faced with defense cuts, it realizes the macroeconomic ramifications of such a step. Based on studies included in this volume, we examine the effects of defense spending on economic growth and investigate how the changed world political climate is likely to alter the importance and pattern of defense spending both for developed and developing countries.

This congressional Budget Office (CBO) study, prepared at the request of the Minority Leader of the United States Senate, examines the effects of cuts in defense spending not only on the national economy but also on states, industries, and selected local areas.
