The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

However, this success story seems to be going astray. The crux of the problem, this volume suggests, is that externally driven modernization to meet national food needs pushed Punjab into highly specialized production of wheat and rice, resulting in over-utilisation of natural resources with adverse environmental consequences that jeopardizing the long-term viability and sustainability of the agrarian economy. Stagnating productivity, reduced farm size, falling household incomes, depleting groundwater resources, are only a few of the problems that characterise Punjab’s agriculture today. The book establishes clearly that rural development implies more than transformation of traditional agriculture. Apart from ensuring efficient use of limited resources to sustain agricultural production, rural policy should encompass promotion of non-farm activities, investments in social and economic structure and civic amenities.

Book excerpt: The Punjab--an area now divided between Pakistan and India--experienced significant economic growth under British rule from the second half of the nineteenth century. This expansion was founded on the construction of an extensive network of canals in the western parts of the province. The ensuing agricultural settlement transformed the previously barren area into one of the most important regions of commercial agriculture in South Asia. Nevertheless, Imran Ali argues that colonial strategy distorted the development of what came to be called the "bread basket" of the Indian subcontinent. This comprehensive survey of British rule in the Punjab demonstrates that colonial policy making led to many of the socio-economic and political problems currently plaguing Pakistan and Indian Punjab. Subordinating developmental goals to its political and military imperatives, the colonial state cooperated with the dominant social classes, the members of which became the major beneficiaries of agricultural colonization. Even while the rulers tried to use the vast resources of the Punjab to advance imperial purposes, they were themselves being used by their collaborators to advance implacable private interests. Such processes effectively retarded both nationalism and social change and resulted in the continued backwardness of the region even after the departure of the British. Originally published in 1988. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

In particular, it focuses on the pollution caused by rice residue burning using primary survey data from Punjab, India. It discusses emerging solutions to agricultural waste burning that are cost-effective in terms of both money and time. The burning of agricultural residue causes severe pollution in land, water and air and contributes to increased ozone levels and climate change in the long term. However, appropriate assessments have not been undertaken so far to demonstrate the relevant impact of agriculture-based pollution, especially residue burning. This book addresses this gap in the literature. Punjab has been used as a case study as it is the chief granary of India, contributing to 27.2 percent of the Indian national produce of rice and 43.8 percent of wheat. It is presumed that the findings from this state will be useful not only for other agricultural areas in India, but across the world. This book, therefore, sensitizes policy makers, researchers and students about the impacts of air pollution caused by agricultural residue burning---a subject not much dealt in the literature---and provides a way forward.
