On the basis of abundant qualitative and quantitative data, it strongly repudiates the case of the critics, and demonstrates that India has been a significant beneficiary of the globalization process. Instead of economic stagnation, India has seen acceleration in its average annual rate of economic growth. Instead of deindustrialization, there has been substantial industrial growth and, indeed, acceleration in the industrial growth rate.Instead of denationalization, business in India is now more competitive and is venturingforth into the global market; increased imports and the entry of foreign multinationalshave not swamped it; essentially, India is master of its own destiny. Instead of economicdestabilization, there has been since the paradigm shift in economic policy in 1991 a marked absence of economic crisis in India. And, instead of impoverishment, India hasseen a long and unprecedented period of welfare enhancement since it began its reintegration into the world economy in 1975; there has been a secular decline in povertysince then, while inequality has not increased much. The policy conclusion that flows from this experience is that India ought to be, in general, more open to globalization in the interest of sustaining the acceleration in economic growth and enhancing the welfare of its people. To this end it should push forward with the reform agenda.This is the twenty-second publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. Book excerpt: The effects of the partition of India in 1947 have been more far-reaching and complex than the existing partition narratives of violence and separation reveal. The immediacy of the movement of refugees between India and the newly-formed state of Pakistan overshadowed the actual effect of the drawing of the border between the two states. The book is an empirical study of border narratives across the India-Bangladesh border, specifically the West Bengal part of India’s border with Bangladesh. It tries to move away from the perpetrator state-victim civilian framework usually used in the studies of marginal people, and looks at the kind of agencies that the border people avail themselves of. Instead of looking at the border as the periphery, the book looks at it as the line of convergence and negotiations—the ‘centre of the people’ who survive it every day. It shows that various social, political and economic identities converge at the borderland and is modified in unique ways by the spatial specificity of the border—thus, forming a ‘border identity’ and a ‘border consciousness’. Common sense of the civilians and the state machinery (embodied in the border guards) collide, cooperate and effect each other at the borderlands to form this unique spatial consciousness. It is the everyday survival strategies of the border people which aptly reflects this consciousness rather than any universal border theory or state-centric discourses about the borders. A bottom-up approach is of utmost importance in order to understand how a spatially unique area binds diverse other identities into a larger spatial identity of a ‘border people’. The book’s relevance lies in its attempt to explore such everyday narratives across the Bengal border, while avoiding any major theorising project so as not to choke the potential of such experience-centred insights into the lives of a unique community of people. In that, it contributes towards a study of borders globally, providing potential approaches to understand border people worldwide. Based on detailed field research, this book brings a fresh approach to the study of this border. It will be of interest to researchers in the field of South Asian studies, citizenship, development, governance and border studies.

Book excerpt: Reforms and Economic Transformation in India is the second volume in the series Studies in Indian Economic Policies. The first volume, India's Reforms: How They Produced Inclusive Growth (OUP, 2012), systematically demonstrated that reforms-led growth in India led to reduced poverty among all social groups. They also led to shifts in attitudes whereby citizens overwhelmingly acknowledge the benefits that accelerated growth has brought them and as voters, they now reward the governments that deliver superior economic outcomes and punish those that fail to do so. This latest volume takes as its starting point the fact that while reforms have undoubtedly delivered in terms of poverty reduction and associated social objectives, the impact has not been as substantial as seen in other reform-oriented economies such as South Korea and Taiwan in the 1960s and 1970s, and more recently, in China. The overarching hypothesis of the volume is that the smaller reduction in poverty has been the result of slower transformation of the economy from a primarily agrarian to a modern, industrial one. Even as the GDP share of agriculture has seen rapid decline, its employment share has declined very gradually. More than half of the workforce in India still remains in agriculture. In addition, non-farm workers are overwhelmingly in the informal sector. Against this background, the nine original essays by eminent economists pursue three broad themes using firm level data in both industry and services. The papers in part I ask why the transformation in India has been slow in terms of the movement of workers out of agriculture, into industry and services, and from informal to formal employment. They address what India needs to do to speed up this transformation. They specifically show that severe labor-market distortions and policy bias against large firms has been a key factor behind the slow transformation. The papers in part II analyze the transformation that reforms have brought about within and across enterprises. For example, they investigate the impact of privatization on enterprise profitability. Part III addresses the manner in which the reforms have helped promote social transformation. Here the papers analyze the impact the reforms have had on the fortunes of the socially disadvantaged groups in terms of wage and education outcomes and as entrepreneurs.
