Book excerpt: Under the Base Realignment and Closure (BRAC) process, military facilities were closed and realigned in 1988, 1991, 1993, and 1995. A fifth BRAC round was authorized in late 2005 and must be completed by September 15, 2011. Under the BRAC process: (1) the Department of Defense (DOD) prepares a list of military bases to be realigned or closed; (2) an independent BRAC Commission reviews the list, makes changes and sends a revised list to the President; (3) the President approves and transmits the list to Congress; and (4) the BRAC recommendations are implemented, unless a joint resolution is passed in Congress disapproving the recommendations for closures and realignments. The 2005 BRAC round includes the closure or realignment of 837 facilities and involves and additional 160 facilities that will gain missions or resources, for a total of 997 changes nationwide. Most of these changes are on a smaller scale, each involving fewer than 300 direct job losses or gains, including military, civilian, and contractor jobs. Unlike previous rounds, the 2005 BRAC round is focused on creating the infrastructure needed to support a transformed, expeditionary armed force -- concentrated more on shifting forces and installation assets to promote the centralization of units in places from which they can be deployed rapidly. Thus, the 2005 BRAC round is characterized much more by realignment than closure. In 20 communities, an estimated increase of 170,000 workers is expected.

Book excerpt: Fear of long-term detrimental economic and social impacts and uncertainty of recovery are common community reactions to news of impending economic shock such as closure of a local military base. Driven by economic base theory, this study examines the pre- and post-closure changes to and the relationships between export and residentiary employment within the US counties affected by the 1995 and 2005 Base Closure and Realignment Commission (BRAC) closures. Analysis of changes in the overall economic base composition of impacted counties has been little addressed within existing base closure research, especially for the most recent 1995 and 2005 BRAC rounds. Using county-level industry employment data from 1990, 2000, 2010, and 2014, multipliers calculated using OLS regression models provide details as to the relationships between basic and non-basic industry sectors in affected counties over time, examining both rounds separately. A shift-share analysis on select locations examines changes on the local level in greater detail. The absence of any similar economic base changes between two BRAC rounds refutes the notion that communities affected by military base closure should expect the same impacts. Multipliers are varied when comparing the study areas for the 1995 and 2005 BRAC closure rounds, suggesting that local factors have an influence on those economic base changes. Shift-share results reinforce the impact of local competitive factors, which include location and efforts of the local planners and community. As supported by previous research on military base closures, post-closure redevelopment and recovery will depend on the unique local situations.

Book excerpt: Quite often, policy changes that are seen as welfare-improving at the national level encounter significant resistance in localities where the policies are implemented. Defense spending cuts and international trade agreements are classic examples. However, there is little systematic evidence on the magnitude of economic costs that fall on adversely affected communities. In this paper, we use a newly constructed dataset to analyze the county-level employment and personal income effects resulting from closures of military bases during 1971 - 1994. Our estimated multipliers are mostly less than one, and considerably smaller than those typically used in economic impact studies. We find that the employment costs are mostly limited to the direct job loss associated with military transfers out of the region, and per-capita income is little affected by closures on average

Tracing the recovery of four communities after large defense plant cutbacks and of one hundred communities after military base closures, the contributors analyze the transition from the production of military to civilian goods. The contributors examine the market potential of reusing defense industrial plants to produce civilian products within the one- to two-year period called for by economic conversion proponents, showing that the complex process needed to develop, test, and market an entirely new product requires a minimum of five years. They also review the wide range of economic development techniques available at the state and local level, conversion approaches in Western Europe, programs for displaced workers, and reasons why the economic conversion approach has failed to attract public support in the United States. The case studies are used to formulate an integrated, composite approach for coping with plant closures and major employment dislocations. Stressing the in portance of community-based economic adjustment activities, this book will be valuable to all concerned with mitigating the effects of military and civilian plant closures.
