Book Water Policy for Sustainable Development

Download or read book Water Policy for Sustainable Development written by Dave Feldman and published by JHU Press. This book was released on 2007-07-25 with total page 404 pages. Available in PDF, EPUB and Kindle. Book excerpt: The shortage of fresh water is likely to be one of the most pressing issues of the twenty-first century. A UNESCO report predicts that as many as 7 billion people will face shortages of drinking water by 2050. Here, David Lewis Feldman examines river-basin management cases around the world to show how fresh water can be managed to sustain economic development while protecting the environment. He argues that policy makers can employ adaptive management to avoid making decisions that could harm the environment, to recognize and correct mistakes, and to monitor environmental and socioeconomic changes caused by previous policies. To demonstrate how adaptive management can work, Feldman applies it to the Delaware, Susquehanna, Apalachicola-Chattahoochee-Flint, Sacramento--San Joaquin, and Columbia river basins. He assesses the impacts of runoff pollution and climate change, the environmental-justice aspects of water management, and the prospects for sustainable fresh water management. Case studies of the Murray-Darling basin in Australia, the Rhine and Danube in Europe, the Zambezi in Africa, and the Rio de la Plata in South America reveal the impediments to, and opportunities for, adaptive management on a global scale. Feldman's comprehensive investigation and practical analysis bring new insight into the global and political challenges of preserving and managing one of the planet's most important resources.

Book Competition for California Water

Download or read book Competition for California Water written by Ernest A. Engelbert and published by Univ of California Press. This book was released on 2022-03-25 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: California’s water is at the center of an intense economic and political struggle. A balance between supply and demand must be reached, but it is far from certain that all Californians will get as much water as they want at a price they feel is right. Competition for California Water presents essential information on key issues, including: Costs: What would be the yields and what would be the costs, in dollars as well as less tangible values, of developing new sources of water? Cost-sharing: How much of the cost of water development and distribution should be borne by the general public, and how much by water users and other beneficiaries? Environmental protection: To what extent should environmental values be protected? Conservation: To what extent can the need for new water development be offset by conservation and more efficient use of water? Institutional reform: Can changes in the laws and institutions of California produce a more efficient system of water supply and management? Agriculture: How much increase in cost and/or loss of water can California agriculture bear and still remain competitive? Thirty-one experts on all aspects of this topic project alternative futures for California’s water supply. Written in nontechnical language, Competition for California Water is an invaluable source of information for Californians concerned with the future of their state. Book Drought Water Law and the Origins of California s Central Valley Project

Download or read book Drought Water Law and the Origins of California s Central Valley Project written by Tim Stroshane and published by University of Nevada Press. This book was released on 2017-06-30 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is an account of how water rights were designed as a key part of the state’s largest public water system, the Central Valley Project. Along sixty miles of the San Joaquin River, from Gustine to Mendota, four corporate entities called “exchange contractors” retain paramount water rights to the river. Their rights descend from the days of the Miller & Lux Cattle Company, which amassed an empire of land and water from the 1850s through the 1920s and protected these assets through business deals and prolific litigation. Miller & Lux’s dominance of the river relied on what many in the San Joaquin Valley regarded as wasteful irrigation practices and unreasonable water usage. Economic and political power in California’s present water system was born of this monopoly on water control. Stroshane tells how drought and legal conflict shaped statewide economic development and how the grand bargain of a San Joaquin River water exchange was struck from this monopoly legacy, setting the stage for future water wars. His analysis will appeal to readers interested in environmental studies and public policy.

Book Over Regulated California Water Quality Standards

Download or read book Over Regulated California Water Quality Standards written by Stacey Lauren Dickson and published by . This book was released on 2018 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public drinking water systems throughout California are subjected to maximum contaminant levels or water quality regulations imposed by the United States Environmental Protection Agency and the California State Water Resources Control Board. As California’s water quality regulations become more stringent than federal levels, many public water systems are forced out of compliance and may be subjected to declaring bankruptcy. This paper will evaluate the existing limitations constraining public water systems from increasing water rates on constituents to pay for compliance costs and explore the option of modifying maximum contaminant levels to less oppressive levels. By analyzing the adversarial effects on water rate increases from voter initiatives, this study will eliminate proposition amendments as viable solutions in addition to promoting the use of cost-benefit analysis as seen in the cases of uranium, arsenic, and chromium-6 to amend California’s maximum contaminant levels. It is hypothesized that increasing California maximum contaminant levels to the levels required by the United States Environmental Protection Agency will concurrently promote economic affordability amongst public water systems as well as access to a precious natural resource while maintaining public health.

Available in PDF, EPUB and Kindle. Book excerpt: An overview of the key issues of public accountability and water policy innovation that confront urban and agricultural water agencies throughout the country--notably in California where the prospects for future water development have become especially problematic. Focusing on six agencies in the Southern California region, they offer a series of case studies analyzing the issues of water quality, including groundwater contamination and disinfection by-products; reallocation and transfer of existing supplies; and management programs based on pricing changes, the conjunctive use of surface and groundwater supplies, and increased storage capacity aimed at greater efficiencies in stretching those existing supplies.

Book Beyond Chinatown

Download or read book Beyond Chinatown written by Steven P. Erie and published by . This book was released on 2022 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: As urban growth outstrips water supplies, how can the global challenge of providing "liquid gold" be met? Mixing history and policy analysis, Steven Erie tells the compelling story of the Metropolitan Water District of Southern California (MWD)--one of the world's largest and most important public water agencies--and its role in building the world's 8th largest economy in a semi-desert. No tawdry tale of secret backroom conspiracies--as depicted in the famed film noir Chinatown--this fresh telling concerns an unheralded regional institution, its entrepreneurial public leadership, and pioneering policymaking. Using untapped primary sources, the author re-examines this great regional experiment from its obscure 1920s-era origins, through the Colorado River Aqueduct and State Water Projects, to today's daunting mission of drought management, water quality, environmental stewardship, and post-9/11 supply security. A key focus is MWD's navigation of recent epic water battles: San Diego's combative quest for water independence from MWD and L.A.; lingering conflicts over the Colorado River and northern California's fragile Bay-Delta ecosystem; and the myriad challenges posed by water markets, privatization, and water transfers. Facing unprecedented challenges, MWD is devising innovative formulas to sustain this improbable desert civilization. Beyond Chinatown concludes by considering MWD's Integrated Resources Plan as a global model for water-resources planning and management, water supply diversification and reliability, affordability, and environmental sustainability. Chinatown's seductive mythologies have obscured MWD's authentic, instructive history and lessons. Praise for Steve Erie's previous book, Globalizing L.A.: "This book is a must-read for anyone interested in the politics of Western cities, the politics of urban development, and especially the future politics of cities that are likely to be contenders in the increasingly competitive arena of global trade. . . . Erie's analysis will forever direct us to look first at certain public agencies to begin to understand larger patterns of economic growth in any metropolitan area."--Journal of Urban Affairs "[A] fascinating history of the Los Angeles region's great assets and the forces that drove their development. . . . One hundred years ago, it was improbable that the Los Angeles region would become the 10th largest economy in the world. In Globalizing L.A., Erie explains how that happened and then, fingers crossed, offers lessons on how California's largest and most diverse city and region can keep playing a leading role."--Los Angeles Times "Referencing an impressive body of recent academic research, Erie argues that world-class seaport and airport facilities confer substantial economic advantages and more facilitating links between local businesses and the global economy."--The Sacramento Bee "Erie has built a potent political-economy of urban development that recognizes the crucial role of the public sector in mediating globalizing processes . . . and this is a valuable lesson for academics, dockworkers, community developers, and environmental activists alike."--Economic Geography.
