Book excerpt: Although the EU is growing ever closer as a single economic entity, the difference in wealth and economic power among its member nations – from Germany and France to Romania and Bulgaria – is still enormous. This is despite the European Union’s continuous efforts to reduce welfare differences between its member states since its foundation in 1958: The long-term objective of the EU is a convergence of income and GDP per capita levels within the entire Union. This policy is known as European cohesion policy, which nowadays accounts for more than one third of the EU’s total budget. The vast financial importance of the cohesion policy naturally begs two questions: Are structural funds effective in promoting economic growth? And if so, do they promote income and welfare convergence within the EU? Yet most studies so far have merely yielded fragmented results, as they only focus on single EU member states, or consist of data for short time periods. In contrast, this study captures long-term effects of structural funds in the recent past and delivers accurate and meaningful empirical results. It focuses on data for the European Regional Development Fund since this is the most important item of cohesion policy which financially supports projects that aim to foster convergence directly. In the period 1996-2005, the analysis is extended to include indicators of institutional quality.

We employ a non-linear latent factor framework to study transitional behavior among economies between 1970 and 2010. Our results offer important insights on the economic catch-up exhibited by the new EU members in light of the institutional changes and macroeconomic adjustment processes undertaken over the last 40 years. Our main findings suggest no overall real income per capita convergence in the EU, however, we identify subgroups that converge to different steady states using an iterative testing procedure. Regional linkages play a significant role in determining the formation of convergence clubs. The empirical evidence suggests a clear separation between the new and old EU member states in the long run.

Book excerpt: This research note will examine the extent of convergence in life chances across Europe and compare that with standard approaches to socio-economic convergence. Through its main instrument of political-economic integration the Single Market, the EU was built on the promise of peace and prosperity. While war is no longer a significant threat to EU member states, prosperity, especially rough equality in living standards, remains a challenge. A few stylised facts in this regard highlight the concerns. Average living standards have converged across many member states over the past 30 years; but living standards within countries have not. Living standards in Dublin and Lisbon are much closer to Hamburg and London - and because of their size pull up Ireland and Portugal - but regions outside these cities have been much slower in catching up. Similarly, the Single European Market has integrated economies much more deeply than ever before, but agglomeration effects have led to a concentration of economic growth, income and wealth in some EU member states and regions within those (Krugman). And a decade of crisis, adjustment and fiscal consolidation has resulted in significant socio-economic divergence between a European periphery and a core. Understanding levels and drivers of convergence c.q. divergence thus remains a key issue for policy makers. This paper aims to contribute to that broad debate.

It demonstrates how the project of a unified Europe is a social pilot project that is unique in human history, both with respect to the sheer number of people involved and with respect to the cultural diversity it aims to turn into a progressive advantage. With no historical experience at hand, the transition into a unified Europe is an exploratory process, often risky but sometimes also surprisingly successful. To improve the chances of establishing a successful unification it is particularly important that we learn from the mistakes made so far; and that we learn rapidly, since the forces working against the pilot project of Europe will gain power very fast if the unification success slows down. And as the recent developments in Greece show, the vision of the final goal itself can well change during this exciting quest. Apart from providing the pieces of a mosaic on which a more general theory can be built, this book can be read as a collection of experiences – mistakes as well as triumphs – which should help the European learning process. Book excerpt: The present study represents an empirical analysis of the well-being convergence between EU Member States, using a set of 14 socio-economic indicators, grouped into 4 categories: population health status; financial situation of households; social conditions; education. To these we added the gross domestic product per capita, for comparison between economic and welfare convergence. We also aim to highlight the dynamics of the gap between the Eastern and Western European countries, as well as the evolution of convergence within these two groups. For the last 10 years analyzed, more precisely in the period 2007-2017, the calculation of standard deviation indicates a tendency of convergence within the EU, for 11 of the 14 welfare indicators analyzed. The variation within the group of Eastern European countries is higher than that recorded between the Western European countries, in 9 of 14 indicators. There is also a tendency for convergence between the two groups although, for some indicators (including GDP), the trends corresponding to their averages tend to remain parallel.
